Houki's reason does not justify her act, but being flawed human and all, it's understandable, and let's not forget: she is 15 year old still in puberty phase.

1. She is separated from like everyone, and as canon states, her link to Ichika is kendo, and kendo only
2. It's not until she was a 2nd Junior High that she was able to talk with Ichika and her parents again. Even then, only severely limited phone talk once a while.
3. Defeated in Kendo around the same time as above, finally finding a worthy rival.
4. Said rival doesn't appear in the next year's tournament (Rin Kujou, BTW)
5. A year later, as she found out, Ichika apparently left Kendo for real.

She got better seeing Ichika's match with Rin, where he gained a power boost due to Fanon ByakuShiki more suited for his current combat style.

Then she realized, Ichika has found the kind of strength he always yearn. He's neither Chifuyu or Houki, and both of them realize that they can't force Ichika or anything.

Yes, basically, it allow low-strength ByakuShiki to match toe-to-toe with high strength melee type easily. His backup weapon is shoulder-mounted particle gun.

Overshift allow him to use super mode of sort, where he can use three plasma-enhanced claw from his gauntlet, larger blast from particle gun that open itself (like Gadessa's weapon), and enhanced shield and boost. Once again, it's very activation drain SP like mad. And its really hard to control

Yeah, most character are, AT LEAST have two other characters involved in their character development as catalyst.

For example, Houki's catalyst is Ichika & Rin Kujou. Precious friend & precious rival.

So Houki actually sees her as a rival or just someone she failed to beat? I know its the same but for me the two are kind of different.

What makes Houki even more pissed of? it's because Kujou doesn't put Kendo above everything herself. Really, what's more important to her is to protect Saki... and sword wielding is just one of tools for that purpose.

Continuing from that, Saki used to have a close friendship with Tatenashi but complication in their life made Saki embittered and become the bitch we known (and love)... and so on.

I can't even make a relationship chart without making it 3D.

She didn't but what sparked Houki's rivalry against her is something that sounds like an insult if misinterpreted.

"… Is this as far as you can go? Then, I have no business staying…"

She was referring to how Houki fight solely with brute strength, with no chivalry spirit at all. Which gives Rin all the reason to broke her usual stoic mask and berates Houki about it. Rin might never able to put 100% priority as kendo athlete (being raised as servant/bodyguard and all), but she also want a good fight.

“Kuuh…!”

Tsurugi splashes a palm full of tap water to her face and rubs her hands down her cheeks. She clamps her hands to the sides of the sink and looks to the reflection of her face in the mirror with trails of water trickling down her nose, cheeks and chin.

‘I’m sorry, Ina-kun… I tried to focus but I just can’t cast my thoughts for you aside…!’

She drops her head with a small cringe on her face while her grip on the sink’s sides tightens.

‘What do I do? As much as I care for him, I can’t let my mind falter like this… He might even be sad if he finds out that I’m losing touch with my studies like this…!’

“Umm… Hi?”

A sudden greeting startles her, quickly raising her head and turning to the side where she sees a girl with short, black hair, dressed in Academy uniform staring at her with a fearful smile.

“Ah… H-Hello.”

“Sorry! I didn’t mean to scare you! I just… Well…”

“It’s okay, no worries! I was just surprised, that’s all…” Tsurugi replies while waving her palm at her.

“I uhh… M-My name’s Yuna, Yuna Lim. What’s yours?”

“Tsurugi Katami. Umm… If I may ask, are you new here?”

“Yes! We’re transfer students from Singapore!”

“Err… ‘We’…?”

Tsurugi looks over Yuna’s shoulder to see who else was with her but no one was in sight, prompting her to raise a brow. Yuna sees her change of expression and turns around.

“Eh… Mi? Hey Mi! Where are you?” Yuna calls out, looking around the washroom and finds another girl, sporting long red hair, leaning against the wall at the washroom’s entrance.

“Mi…! Come here!” She beckons the girl who simply shakes her head.

“I’m fine, Yu. Can you ask that person where the room is?”

“That’s not very nice, Mi. Come here!” She walks up to the other girl and grabs her hand then pulls her along.

“Y-Yu!”

“Why are you so shy? Come, we’re just getting to know our own going-to-be schoolmates.”

“But—Whoa!”

Yuna pulls her to her front facing Tsurugi who’s even more confused at the duo’s behavior.

“Hello there.” Tsurugi greets the red-haired girl.

“H-Hi! Umm… I… Nice to meet you! M-My name’s Wolcott… Minami Wolcott!”

Location: Infinite Stratos Academy Classroom 1-3

This is neither hell nor heaven, this is a warzone.

People said human’s strongest enemy is their weakness.

That also applies to Reed Yuuki, or more often, known as Rito.

His weakness to people of opposite gender, particularly those around his own age, is totally crippling.

Now that he’s here, there is no turning back.

In fact, he’s already terrified by the homeroom teacher. She is the current principal of I.S.A., Naruko Yokoshima, who claimed that she had too much spare time and decided to return back to her old profession as teacher.

She looks young and beautiful enough for someone in her thirties, suave, and outright looks masculine in a way. The fact that she has red hair furthermore reminded him a lot to his mom.
That is, until she winked and licked lips to his direction.

Bad sign, Defcon 3. He winced.

There’s no one in this class he already knew before, and thus, lacking notable anchor to start socializing around.

“M-m-my name is Reed Yuuki, people call me Rito sometimes, n-n-n-nice to meet you” he awkwardly stuttered.

Oh yeah, he even fail at introduction, he will never live it down for sure.

“Hmm, I don’t think that’s the only thing you can say, boy” Yokoshima-sensei crept closer, to the point that their face are inch apart.

Defcon 2, Defcon 2.

“I-ie, I’m also currently Representative Cadet of Switzerland, ummm… I…. I like gardening and stuff like that, and sports, particularly soccer. I’m neither good or bad with chores…”

“Question! Question!” someone raised “Do you like handball?”

“Ah… yes, I used to play that as well, but not frequent as of recently”

“Yes!” The girl exclaimed in victory, much to the envy of her friends.

“So you like playing with balls?” by this point, Yokoshima-sensei’s hand already crept into his blazer and roaming around.

DEFCON 1. ALERT! ALERT!

It’s unknown what trick he used, but he managed to remove his uniform, tangling her hand in the process, keeping them from going anywhere.

“Yes, I did, actual balls of course”

“Oh-ho, I like you already, Yuuki boy”

The way her eyes gazing at him and how her lips rephrased it, Rito knew he is in grave danger.

In truth, she was half serious and half kidding. She thought his defensive reaction is funny; no guys can be that paranoid as far as she could remember. Not even Sasuga, yum.

She had teach for more or less ten year already, and know well that not every student want mushy-mushy innocent romance (gender difference is conditional), some settled for less egregious, some settled for deeper relationship.

In his current state, he is truly vulnerable. But as he demonstrated, preying on him is not an easy task.

This year will be full of hilarity.

“Well, then, let’s we go to the next step” She exclaimed, her expression turned serious and the “We’ll decide Class Representative right away”

“Sensei, what about the lesson?”

“It won’t take a long time, and you know that” she smirked “Anyone want to take a chance? Or anyone wanted to nominate someone else?”

Silent murmur filled the entire room, until someone on the rear seat raised her hand valiantly.
It was a blond student, with clearly non-Asian features. Her hair was curled on the end, making the impression of drill-shape often seen on modern royalties. Her dark blue eyes gave a glint of confidence, so does her smile.

Even with very modest –if elegant- dressing code, her accentuated build could make anyone impressed considering her apparent age.

“I, Cecilia Alcott, Cadet Representative of England for this class, nominate myself as one of the candidate”

Rito twitched a little, one bothersome girl found; best taking distance away from this one.
“Well, I’m impressed with that spirit, girl. Next?”

It’s seems that the girls came into obvious conclusion and cheered “We nominate Yuuki-kun!”

Holy friggin crap! Rito put a palm on his forehead; he actually heard from Sasuga-sensei that this might be one of the outcomes. Male pilot, being extremely rare, will get a lot of attention and carries high expectation.

“Sensei, do I have right to object?” he asked meekly.

Yokoshima-sensei smirked “You always have that right; I’m not Chifuyu for sure”

Rito know Chifuyu personally and he swear by God that their only similarities is that they look manly. But she was right; Chifuyu rarely accept objection.

“… Okay, then. I am against this decision. I think there are better people around”

“Such as?”

“…”

Everyone look at Cecilia, who is pleased by the attention.

“Listen, boy. A Class Representative is not only a leader, but also a symbol. Both are fundamentally similar that people have to accept”

Rito can accept that reasoning, but still… too easy. He gazed around trying to find a counterargument, seeing the students around him, he use his final (stupid) excuse.

“Umm… Isn’t ironic for a guy to be class symbol of otherwise female-only school?”

“Not anymore, you know that, and most of them does seems to agree”

Rito sighed in defeat; however, Cecilia’s hands met the table soundly as she loudly protests “I can’t accept it!”

“And what basis did you have for not accepting it?” Yokoshima-sensei raised her eyebrow, not angry but rather, interested.

She actually dislike if the girls just agree with it right away, which would be too boring. Such kind of dynamic is required in school life.

“Well, I see that being open of the few gave him appeal, but how can we manage class if that’s the only factor?”

“Well, first thing first a leader has to be accepted by the mass. But I may agree it’s somewhat unfair. How about I gave you guys some time for real campaign?”

“Sensei, I’m still against it and will not do that, besides, it’s already late enough” Rito murmured, which seems to disappoint his supporter. But for some reason, it seems to annoy Cecilia.

“What is that response? You seem to look at this too lightly”

“N-no! Precisely why I think it’s important that the leader has to be motivated! Like you, for example!”

“Are you insulting me?!” Cecilia’s voice only getting louder.

“It’s a compliment! Honest!”

Even though both of them separated away, it was like Rito is cornered into an inescapable dead end. He was overwhelmed, and definitely afraid. All of the girls can sense that, and so did Yokoshima-sensei.

Considering Rito’s wild appearance, he’s seriously gutless.

“Then why don’t you at least put effort in this?!”

“Wa-Wait, how does that even work?”

Though she got a point, and everyone but Rito himself seems to agree with that notion.

“I expect a lot more from a fellow cadet rep, but it seems like that I’m hoping too much. Then again, it can be expected seeing this is the first time your country sending a Cadet Representative”

“Hey, wait. It’s my personal decision than anything else” Rito protested, though not loud enough it seems.

“Ah, but still, you don’t seem to be too proud about it. Maybe because you’re ditched in favor of that boy named Orimura…. Though being a backwater country, I don’t know if you being raised as Cadet Representative in Japan could make this condition any better. Hey, maybe it’s just that male is not that good as a pilot? Probably no better than monkeys, or maybe, all of you are the monkeys”

By that point, Rito is ticked and it seems that his anger began to override all his sense, even his crippling weakness against women and overall meekness rapidly disappear.

“… Hey listen, just because Britain become center of attention currently, doesn’t mean you have rights to insult anyone”

“Center… of attention?”

“Worst cuisine award of the year, apparently” Rito huffed, Cecilia left agape “… You, you dare to insult my country!”

“And what will YOU do about it? Crying to your mother about it?”

Cecilia snapped, and now she’s totally furious as one might saw imaginary giant veisn popping out around her, as well as aura hostility between her and Rito.

“How… how dare you…”

She slammed the table once more, this time so loud that probably people in the next class can hear it. The holographic display actually frizzled in the process.

“IT’S A DUEL!”

“Bring it on”

Yokoshima secretly smirked in satisfaction; apparently her plan of causing mayhem went succeed. This class will be even more interesting then…
