At least we can imagine that Satan and Stalin have a baby, well Stalin did went to Hell when he died along with Hitler. He fall in love with with Satan and have a baby girl named Lala Satalin Deviluke.

Rouge = red in french and lampe is also the french for lamp. And Lelouch is a real famous french name, so it's pretty clear he has a french name.
I have always wondered if his name was some lame and failed attempt to make a play on "red light" (either from traffic light or something related to red light district)
