Both parts are open to discussion. It might be correct to not take into account Sharingan's ability to suppress Kyuubi's chakra for that comparison, since:
i) We don't know how effective it is when Naruto is in a Kyuubified mode. We have only seen Sasuke's ability, when Naruto is not significantly affected by Kyuubi's chakra.
ii) We want to compare their strengths in a fight.

Also using Oro as a basis may not represent the true case. For instance, I don't think Sasuke has that regenerative ability to protect itself against Kyuubified Naruto's attacks.

Lastly, we haven't seen whether Sai has long-range attacks or not that might be effective against Naruto. But if he has, he can successfully attack Naruto without getting hit. He is capable of using a bird that will allow him to not get hit.

Sai may very well be the "weakest"-link in Team Kakashi.

To be an excellent assasin doesnt mean you are powerful or stronger.
True, Danzou's words...but does HE know the power of all the others?

Sai couldnt even get near the battle Naruto had with Orochimaru. Even the air pressure (from Naruto transforming) seemed like a small struggle for Sai.

Sakura who is trained by the Sannin has a punch (probably kick aswell) harder then any of her generation (except Naruto's Kyuubi Slash)

Did you notice that Naruto has to do training while Sai is doing nothing?
