I thought that after Doflamingo's announcement, most strong guys on the island automatically became criminals. So, if he is a marine and if he acknowledges his status, then he has an obligation to act. And there is also the address part. Which address can cause such a shock? Either marine headquarters, or one of the well-known locations occupied by the Yonkou.

I do not dispute that. But the same is true if he works for DoFlamingo, a Yonkou, another Pirate gang or even the Revolutionaires. Blind Guy seems to not act specifically because Luffy was nice to him, not simply because he is hiding (the fact that he gives an address shows that he is not hiding).
