I'm afraid it gonna be like this as the reason why Gengo want him to not choose El Bridgett. May be 'incest Stigma' will bring more trouble hence it's been decided that Gengo enlist Ouka to West Genetics to prevent it

She probably encouraged Ouka to be Pandora and partnered with Aoi, but since Ouka's boob body incompatible to be Stigmata host, she has to become Valkrye, while in real plan, Ouka gonna inheriting all of Kazuha's Heroic stigma, make Kazuha and Kazuya principally 'together' again through Ouka body......and further confirming Kazuha bro-con towards Kazuya

Oh gosh, if she tried anything that inane, she'd have Satellizer, Cassie, Roxanne, Julia, and Charles after her hide for stealing "their" stigmata. It would definitely not end well.

More likely, it all goes back to the Valkyries' "plan" for Kazuya. He's supposedly the critical element to help them surpass the Pandoras. Though if he ever finds out, it's gonna be pretty, not at all. Five more weeks until the new chapters come out. Until then...

more like trying to see between those Valkrye, whose can succeed Kazuha as Kazuya partner as real plan behind team 13.
Each Valkrye practically Kazuha's daughter in Stigmata, the same type is in Kazuya's body.
If both superior Valkrye and Kazuya's stigma can sync in battle, they'll indeed surpass any Pandora or Maria clone ever exist, since technically they're NOVA in human form, a Natural body of Stigma.
Not a body injected with Stigmata like Pandora, or clone of Stigmata body like Maria clone.

Though the story for Kazuha ends, F: ZERO continues, with the origins of Arnett McMillian. She's seen traveling through California with her father, Casey, one year before she becomes a Pandora. She often berates her father for being gullible. They pick up a pair of hitchhikers, stop at a hotel where they celebrate Arnett's fourteenth birthday. There her father announces Chevalier sent her an acceptance letter for genetics, since her stigma compatibility was eighty percent. She later admits she already knew, but didn't want to leave her father all alone. How sad.

I wouldn't give Charles that much credit, the only reason she looked the other way was because her father was leading the project. I doubt Ingrid would've been so blind if she'd been there instead.
