Basically, due to the Thesis competition got interrupted by the invasion the school missed the chance to celebrate Holloween, Mayumi decided to hold the party in November (complete with Tatsuya asking why the heck is she doing this, shouldn't she be studying for finals?). Tatsuya gets dragooned into all this because Miyuki wants to participate. Plenty of good Miyuki+Tatsuya scenes here, for example Miyuki forcing Tatsuya to strip so she can get his measurements and make his costume

AHA! I was wondering whether Japan even celebrated Halloween when I read the Yokohama War summary. Where did you even hear about this? And it already came out!? Can you give us some more details, please?

For starters, I think the biggest question on America's mind is what did they dress up as?

I found a Chinese translated version of this when I went browsing for LNs at my usual haunts. As for details, I'll make a summary of that within the next 24 hours then, assuming nobody else posted something like that. I have to head off to do RL stuff within a hour, so no time to write a summary right now.
