He didn’t brush aside, he simply know he can’t do anything or it may be troubles for his parents. He already thought that if he answers to Minori’s feelings he would be her boyfriend and no more her butler. He is not really into just one of them, he simply has to be more careful about Tsubasa because she is helpless. The confession part was just a way to show us that MC is not dense af and to release Minori from holding back her tongue and actions towards him.
I’m sure it will be a harem ending, even because it was already stated that both his parents want him to take over their role as butlers of the girls so it’s clear that he will serve both of them at least (maid will be part of it for sure, she will be by his side when he will take over, then finally she will be under him lol)
