I'm not sure how you can justify that statement. In the anime, she specifically tells Tomoya she wants to have a child. That's about as planned as you can get. In the VN, she gets pregnant within the first month of marriage. Considering they lived together for a year before marriage but managed to not get Nagisa pregnant during that year makes it pretty clear that after marriage they were trying, or at the very least, weren't concerned about prevention anymore. It's not as though Japanese people are so ignorant that they don't realize penis+vagina+ejaculation=baby. The only people who ask Nagisa initially if she's going to keep the baby are her parents, implying that the couple never specifically sought out their advice on the matter beforehand, but that doesn't mean that they weren't trying to conceive. Tomoya doesn't question Nagisa's decision to keep the baby until she gets sick and the health of the mother during the delivery is brought into question.
