they're on "Espada" level, not Espada level XD
Urahara at the begining of series consider Uruu to be able to battle against a captain level opponent, but then captains beat some of the Espada which makes Uruu on "Espada" level by the logic of that statement XD

She managed to hurt il Forte Grantz with a kick, after which Grantz quickly took her out. Jinta did even worse, he couldn't even phase him. Il Forte was just a fraccion, nowhere near captain or espada level.

In terminator-mode Uruu is maybe around VC strength-level. Jinta's probably lower than that, he could be as strong as a seated officer.... but that's being very generous. That is strong enough to take small-fry hollows though.

Most likely, Urahara's just messing around with Ishida cause he doesn't feel like doing the work himself or sparing his personal assistants for small-time hollow extermination.
