There is no hint whatsoever, and the devs usually announce something like "high level, "very high level" etc only few hours before the maintenance is over.
Considering Hatsuharu, it is very likely Hatsushimo will require level 60-65. That said, since she took part of Bounomisaki, there is a small chance that it actually require lvl 70+. The safest bet would be lvl 65.

While I slowed down on the Orel Cruise, I did both Tokyo Express and exped 5 A LOT.
I was also just very unlucky with exped 2 and the month of December was hell for me (inventory and xmas).

Still thinking if I should try at all.
my luck seems to be at an all time low ever since I tried making profit from a certain share :P. Defiitely won't try the lottery before my exams are over... otherwise I'd just sit try getting better ships in Kancolle and not study at all Edit: That reminds me. The only things I've spent on so far are 2 additional repair docks meaning 2k yen when I was around lv 50+ (I believe Klashikari pointed out the usefulness of them in an earlier post already) and dorm expansion. If it's anything to go by, it'll be a while before you buy any more space for girls and it's very optional. My friend is lv 99 like me and he's only recently bought 2 dorm expansions (2k yen) which give him an additional 20 space for ships. He has it tighter than me but he's doing very fine atm.

I bought the repair docks very early compared to the expansion docks (like 1 week after starting), and I never regretted it.
Unless you really are lucky in your progression with the collection, you won't need expansion dock before at least 1-2 months. Meanwhile, Repair docks have an immediate benefit, especially early on: even though repairs are short in the beginning, they quickly increase to 30-45 minutes. Additional repair docks allow you to make full fleet rotation with low level fleets, which contribute a lot to the progression and grinding. Over time, the bucket count actually stay in net gain instead of being impaired due to its usage. Even later on, repair docks usefulness is relevant, especially during events or rank grinding. Of course, when you reach 4 digits count for the buckets, it might sound redundant, but buckets can really melt in a flash if you are unlucky during an event, so it never hurts to spare buckets as many as you can. It still an investment that doesn't lose its usefulness over time as it is plainly permanent.

I've been playing the game for almost three weeks now. So far so good. I got Shoukaku and I'm still hoarding more girl ships to finish quests. Also balancing it by saving resources.
