Rosario + Vampire seems pretty plotless to me and fanservice and light comedy everywhere xD
Some other crazy animes i've seen (not mentioned yet) are Tenjou Tenge, Air Master, Air Gear and Ikkitousen. They have quite a complicated story but not less crazy and usually blown out of proportions. Now as for some real laugh / epic comedy i would suggest reading the manga Kenichi if you havent yet =D |

I don't know if my definition of crazy matches yours . But I have to say when the words crazy and anime come in the same sentence . I am reminded of two titles one is Ebichu while other is Sexy Commando Masaru . Before you go ecchi!!! Sexy Commando is not ecchi but Ebichu definitely is . Sexy Commando is silly, silly as a goose pointless senseless comedy while Ebichu on the other hand is a quirky comedy based on sexual innuendos .
As we are speaking about Sexy Commando I cant ignore the author's other title Gyagu Biyori Manga . Its even mindless brainless and logically unsound as Sexy Commando . But its a fun show if your humor is dark and senseless . Among the newer anime which deserves a special mention is Detroit Metal City . Its crazy but intelligent crazy , the shows dwells on fate irony and the crazy associated with metal . Higepiyo with Paku Romi voicing a bearded chick is both weird and funny. Charady's Daily Joke was rather hit or miss, but some of the episodes were good. Both these shows have short episodes; you can watch a bunch of them in an hour or two.
