In Canada, causing death to someone costs your insurance company $1,000,000 but causing severe permanent damage costs several millions to pay for the medical procedures and upkeep of services. I like my pancakes with ketchup and Tabasco sauce

You would be right. People don't just "fall down and be still" like they do in movie and tv. And as grylsyjaeger says, a high velocity or large caliber does more damage from shock waves than from simple projectile flight damage.

And.... yeah, I'm not liking where this conversation is going.

At close range, the pellet cloud is effectively an expanding solid mass. Once it hits something, the pellets then each take slightly different trajectories depending on what each pellet struck.

Assuming I use a .45, where would I aim then?

Let's just assume that I only have one chance to do it, and the desired effect is certain death.
