During short term encounters where you have very little interaction with the person, I completely understand not being able to say hello - we are all shy (for various reasons) at one point or another. Not being able to offer basic courtesies/help to someone you have known and admired for years due to shyness is an intense psychological disorder (if Hinata has AvPD, then her bahaviour is somewhat excusable). I am very leery, though, of labeling a fictional character as having actual psychological disorders (without the author first stating such info), preferring instead to accept that Hinata is simply shy, which in turn makes my (brief) analysis of her justifiable.

Sasuke got a pass because he was also a orphan. |

Is it just me or ajnas is taking this discussion way too seriously? as if he is defending his religion or something sacred. Just a thought. lol Anyway, we'll never know whats in the mind of kishimoto. Perhaps in the end Naruto would fall for... Ino. :P
