I am assuming you had a problem with her peculiar sense of humor

. I thought that was pretty funny. Though she was already revealed in the first OVA (or at least we knew what she looked like).

Ah Seto... she is a character alright. First adopted to the Kamiki family and later blackmailed the next heir of the Kamiki, Utsutsumi into marrying her when he was 140 years old while Seto was already over 4600 years of age.

In fact, Seto was planning just that when Utsutsumi was only 9!!

Azusa was actually the one who installed the law after marrying Funaho and made her First Empress against Utsutsumi's wishes.

What cemented the law however, was after Funaho beat up everyone during a drunken rage. Afterwards, no one questioned Funaho's status (and no one dared offer alcohol to her since).

Though Jurians, for all intents and purposes, originated from Earth.

I don't think it is that so much as Jurians usually disappear to there. It seemed to have started when the first emperor of Jurai's sister ran away to there. Yosho seemed to get around a bit on earth as well lol. So it is more than many Earthlings descend from those 2.

The Jurai we know today, did not always possess an empire. Juraians were at first, humans taken from Earth as forced labor to space by other intelligent species. Over time Juraians gained enough momentum and formed a Space Pirate guild. Eventually, a Juraian would discover a sleeping Tsunami, thus forming the nucleus of the future Jurai Empire.

When Azusa descended upon Earth (and very surprised that Earth was a registered Jurai territory), he discovered the trend to take humans as forced labor was still practiced and promptly put an end to it.

As a side note, Azusa was bored to death by Masaki's tirade. The sister to the first emperor was trapped near the dark side of the moon in astral form, and was pretty lonely, you see... Azusa promptly left when he had a chance. Masaki would later be revived and given a new body by Tokimi, but thats another story.

Then there is Yosho. He created a sub-dimension within what is today Okayama, Japan, to hide his ever-increasing descendants. Many of whom transferred to the Galaxy Police or the Galaxy Academy, but many chose to remain on Earth. It is unknown if they were allowed back to Jurai, as Azusa and Yosho's relationship isn't a very positive one. Moreover, even Azusa's still-living parents have anandoned their Jurai name.

In Seto's words, "the Masaki would abandon Jurai for love".
