I'll go with Miya. She never failed to bring fun to every scene. She was so fun, she would steal it from whoever else was in it, even the heroine, lol.

And I don't think Juubei qualifies for this.

Looking at this reminds me how good little sister characters there have been this year

Top 3 for me:
1. Sora Kasugano (Yosuga no Sora) -she just has such a charm to her in addition to be soo cute

.
2. Tsuda Kotomi (Seitokai Yakuindomo) - overly helpful to the point of their thoughtfulness becoming perverted = win

.
3. Miya Tachibana (Amagami SS) - Agreed with above she always makes things hilarious.

... Well Elsie doesn't exactly count either but I guess I'd have to pick her from the options given, don't know/like any of the others.

but I will probably go with Nazuna (Working). dependable sisters are very appealing to me.
