Managed to upload it in 4 part to Mediafire

Download all 4, decompress it twice (rar and then ZIP) and in there should be the patch.

Did the new patch fix B. Battler's special move invincibility? Like how if you try to hit our counter any of his 236H, 623H, 236x2C, or 214H attacks you can't do any damage? I don't mind his 214H, but more than one is just annoying.

Yup, from there you can set your joystick keys on the game and use it that way.

Example:
You want light attack as "P"
So you set "P" as "Button 1" on VJoy
Then you set "Button 1" as "Light Attack" on "bootup.exe"

You can set it like any other key,
like if you set 'W' as button 6, you choose button 6 on the last of the 3 shortcut options in Ougon's controller menu and you can activate meta with 'W'.

I think it's touch, taunt, pause?

And then grab, SP, and meta declaration I think.

English version of the Bootup.exe (Backup your save, there were reports of saves being deleted)

And the Bootup.exe wasn't patched, so I don't think it would matter
