Only if you count Gaara as his proxy and even then it was really Obito who did it.
Naruto is predetermined by fate to absentmindedly stumble his way to success but he has been surprisingly absent from most of the big societal changes in the story.

I'm still a little flabbergasted that Kishimoto had Naruto cry and faint on the ground and later count penises when Gaara was convincing the Gokage to work together and made the grand speech that united the Alliance.

I do count Gaara as a proxy. Early in shippuden, Gaara basically became Naruto's voice to the world. An intelligent voice haha. But there was also a moment in the war when everyone had the kyuubi cloaks and naruto convinced everyone that they were all friends and should fight for each other (even though Gaara had already done that)

yea that was a missed opportunity. naruto did loosen the raikage up a little at least when he cried and moaned to him about sasuke

Killing the leaders isn't the important part of a revolution.

The most prominent danger lies within the process of revolution, as its leaders very often aim to perpetuate themselves opposed to the interests of those that the revolution was meant to serve. Thus the previous system is merely replaced by another one that dangerously resembles the precedessor.

Sasuke is trying to start a revolution. But does he actually know how to end it?
