Well according to Urobuchi Gen, Saber Lily seemed like the villain and then Nasu and Takeuchi basically confirmed it:

...That's depressing. Kind of gives me a few ideas for some ShirouxSaber fanfics though.

Nasu didn't really confirm it, he just said "well, I guess that's one way of thinking about it", and Takeuchi (the artist) said that the dress Caster made Saber wear was an insipration for it.

Lily herself has no real backstory, she's literally just an alternate costume for Saber in Unlimited Codes, nothing more.

Arc looks nice. Is this Arc base off the original or the new version of her?

Did not expect Touko here, at least someone representing Kara no Kyoukai. Would love to see Shiki one, so I can compare Saber or her has the bigger bust. LOL

1 is new, 4 is old, the rest are combinations. Morii Shizuki's Arc has a little of both designs, but her hair in the underwear image appears to be longer than either of the originals.

To my knowledge, Shiki isn't part of this series of images (yet). Can't find the official images with the heroes/heroines' three sizes right now either.
