I've checked what the kanji "制御する" means, and it means both mastery and suppression/repression. Since the name is "Multi-Armor", then it's more plausible as a protective ability, and thus the ability should suppress abilities. *adding Multi-Armor to grand list on my previous post* @Dee Eon The Queen's ability is mind control and its many applications. Kongou's ability is wind control/manipulation.

Hmmm. Well Kongo sure acts like a Queen! Maybe that's a dead giveaway. And setting up a level 5 decoy phantom student in your place might keep your secret from being a target from mad scientists and enemies. Best way to test your theory is to SEE The Queen.

what the " queen " really exist. And its even said in the vol 9 where the school festival starts. Saying about the 2 level 5 of tokiwadai. Its just that the queen never like to show herself unlike a certain railgun. That's why I get the impression that the " queen " is a hikikomori.

The Kongo secretly also being The Queen theory starts to add up. Check out the dolls in Kongo's room. Mostly royalty types, and isn't a snake often used a sign of royalty? Her fancy kimono in the open dorm maids show was taken after royalty right? She also has a big dorm room all by herself like a Queen. Does anyone else does? Don't know the Japanese word for being secretly shy behind a braggy mask but maybe Kongo's really shy as the Queen no one's ever seen and fakes being open and outrageously uppity queen like as Kongo. By hiding behind a bogus i.d. like the Queen Kongo doesn't have to face enemies out to challenge her or want take her out. Maybe The Queen attended the open dorm maid show like all the students had to by going as Kongo!

No, the clues still jive. Kongo's Aero hand is a win -- NOT WIND -- but that doesn't explain how she rescued Misaka without a battle since the puzzled Mecha guys reported in that Misaka just somehow got away instead of a fight. ** Even the doctor was puzzled about how Kongo did it and he's supposed to know all the school espers backward and forward. And like Marcus said why did the RSPK incident only affect Kongo? Maybe it's because she also has two powers? Aero hand and mind control? I don't think they threw Kongo in for filler because I think she has a way larger maybe secret role in the series and the longer The Queen's kept out of sight the more Kongo looks the role.
