The aunt said he will sleep with 14 girls that will enter in his room, but that condition doesn't apply to her (she is the observer and the mastermind of this project) ... but there is a chance she may change that rule

Just confirmed it. One of the first women Genji was with was his stepmother. The equivalent to Minamoto's stepmom in this situation would be Kaoruko (doubt the author will bring in his actual mom) so his aunt wants the project to be faithful to the original tale then eventually he'll have to "conquer" her like all the other women.
She's smart so probably what's happening is that she told him he'd be with 14 women but not with her so he wouldn't think about it until the moment to "conquer" her arrived. She's probably already expecting the final outcome should he manage to get with the other girls.
