Yes, yes it will. Outshift inadvertently "removed" an Uchigane from the Academy's active unit records.

Even though that Uchigane is meant to be a spare, it'll cause administration issues.

Then again, Outshift occurs when the entire Academy falls under drone assault so I'm pretty sure it's called for at that point of time.

Well in that case, international issue it is then.

But seeing how the Uchigane's core is "retained" in a sense that it's only used as a housing for the duplicated Iwaki core.

Outshift fuses the two cores, not destroy one to place another.

The worst that would happen is them questioning the Arete's allegiance, thinking that it's a Personal IS but with no idea which country it belongs to. Much like the AKatsubaki.

Logically, the allegiance is... I.S. Academy.

They are not part of Japan besides geographically.

Arachne's frame is 2nd Gen made by USA, therefore, it's not impossible. Hell, they might be able to create a replacement.

@stratos: But you call that core an Iwaki NEXT now which isn't an IS core, which will still break the hearts of many a politician and military man/woman.

But then again, I want to stay within Canon as much as possible.

That's where history comes in.

The Iwaki Next itself is a "rebuilt" IS Core. Back to prototype stages of the Minerva, they obtained a dying IS Core unit from Sweden's Personal IS that was severely damaged in a battle that occured before the series.

In other words, the Iwaki Next is an IS core under a different name since the housing is developed by Praxidike(Which despises IS so much that they don't want 'IS' to be tagged with any of their units).

Technically, Outshift duplicated an IS Core. But having it fused with another would mean net zero, as in no descrepancies.

I'm sorry if this sounds rude but despite the "Net Zero" status, the alteration is permanent, meaning that they still lose a core, albeit gaining something else.

Damaged A -> B does not equal A + B -> C

Even then, it'll be not quite international in scale, since like Golem incident, I.S.A. is keep everything from outside party (though you know, spies is everywhere...)

What happens if something slips out of IS Academy's hands? As in they lose control over a situation or someone "intervenes"?

Like how Inami was stopping the first attack on IS Academy at the beginning of Infinite Stratos: Athena Bouclier?
