Probably refering to just Nanoha-verse retcons. (( Ancient Belka and Cartridge System/Saint Church-Belka users/etc were mild retcons... but it wasn't bad, since at least the proportions were miniscule and ignorable. )) but this is pretty much a retcon of characteristic execution.

Even then this is not much of a retcon. Turning Hayate in to a gimped one-trick pony who is worse then Caro in melee, while in the manga she could hold her own against Fate and Nanoha, now that is a retcon. By comparison this distraction thing is more an improvement then a retcon.

Actually this wasn't a retconn. We saw extremely little of the fight - the only thing we really saw clearly was the final where they basically did a mutual bombardment (which is of course Hayate's strong suite, which is one of the reasons why two of them went against her). But even then, Chrono was babbling about grabbing Shamal and Hayate, which is to say their forte was never close combat.

So this wasn't a retconn. That was taking an established trend and twisting it into complete improbability. Now, the shafting of Hayate command ability, now that's a retconn!

As for retconns in general, there were some pretty shoddy ones in Star Wars as well, but I'm getting rusty on Star Wars now, so... as for retconns in other stories ... I'm not sure I really want to know about them...
