Fair enough, what if the reverse scenario occurs? Does the IS bases have the rights to intervene?

Exactly the same. They have no rights to interfere.

Honestly, Ichika shall knew better than to interfere, knowing how dangerous his female friends are. He will try to warn the peeping toms, and again, unless he was grabbing idiot ball again, he will ignore them after he failed to prevent them.

I believe so, Gospel AI was supposed to be safety feature, able to retreat and defend itself when the pilot is heavily injured/knocked out. I don't know if it can still function if the pilot dies though.

EDIT: Anyway, Stratos. Apparently the territorial rules still apply to I.S.A., hence any drones entering 2 miles of their airspace is considered a direct threat to I.S.A

Side note - If anybody still think's Charlotte's some kind of pacifistic angel, please look at V6 where she imagined multiple ways to kill guys who were hitting on her. Kinda overboard there, Charlotte

Just the ISA? Or the whole of Japan?

Thing is, the aforementioned scene is where the replica drones are sent out to other parts of the world except for Japan. They didn't even fly through the country's airspace, just around it.

Also, another intervention enquiry: So if the ISA and other countries aren't allowed to intervene in each other's issues. What of the Rep cadets if their home country falls under attack?

ISA is a SCHOOL! No wars, no outside battles, no coup de tat's! It's a place for learning, not a PMC corps. That should answer all your questions.
