There is Training Corps... And there are situation when Instructors give unit "on site" training - we did see such situation in manga, when Nanoha trained 1039 Air Squadron. Also as she was asked about performance - I think it also qualifies as inspection, but that is just guess. So essentially like Enforcers Instructors are people who patch "thin" places, just in other way. Actually there was moment about "work for combat ace in time of peace" so it's essentially reserve position for what TSAB have of "proper" military personal and not police that they usually are. Also with description that included hardware testing, magic testing and tactics testing Instructors are more than just part of training corps and it's easy to see why like Enforcers they are called by position and not rank.

What are the official romanisations (not the dubnames, but the ones used in the Japanese supplementaries) for Arf, Amy and Zafira supposed to be? I'm looking at a copy of the Battle of Aces Official Guide, released (as you might expect) this year 2010, and it has them three rendered as Alph, Eimy (lolwut?) and Zafila.

For example "Zafira" The Japanese language has no "L" sound so they use "R" sounds to spell or pronounce a word with "L" in it. Just use Sharpen until the letters aren't so fcukblurr'd. It's what I did for that particular card. The only cards I don't have are Lutecia's, Regis and that assistant lady. Don't have Agito's normal card either. All the info on the cards got translated into runes on the jp.NanohaWiki, which is still usable, it's just lol world names.Does language barrier explain them using Raging Heart instead of Raising Heart in Force NEXT? >_>; The one thing they're never consistent about is names. I enjoy listening to songs and suddenly.... 「Leady,Go to star heaven 恋だと地図が示すよ」 Yes, yes, even the lyrics say ready, but we aren't hearing it on the recording. But hey, she says "ready" now. ^_^v

It's other way around - they couldn't make proper english name for them because of it. If you listen to first series sound stages than you will definitely know that there is no L in Arf name - because it's clear WHY Fate called her so, she "arfs" so much there...
