Hmm... maybe only certain sensitive functions (like transactions involving the quite substantial funds on the phone) are fingerprint locked. Kondo was able to answer the phone when Akira called, after all.

Nice question. Maybe the fingerprint recognization only works to unlock the phone, and like any normal phone it autolock itself after a few seconds of inactivity. If that's the case then Saki could use it because Akira alraedy unlocked it (without knowing).
This is just a possibility 'though, who knows maybe there's more than meets the eye on Saki, or maybe this is mistake.

EDIT after reading other answers:

The answer function can be accessed even when the mobile phone is locked in most models. So this is something that reinforce the idea that the phone was locked, however answering to calls is still possible

honestly we dont know. Either it's

1) a mistake on the writer's part
2) some other theory (such as the one already mentioned, sensitive functions are blocked)

great question though it makes us think

To kill three persons costed Kondo a little less that 1.500.000 yen.

Not sure if there's a buy 3 pay 2 super economic offer in this market, but assuming there isn't then it's 5.000 dollars.
Price probably varies depending on the target. To kill a mister nobody who was in the wrong place at the wrong time should cost a lot less than killing a V.I.P.

Do we know anything at all, what Kondo spent his money on besides the killing of the 3 person, and the very last message? Did he gambled it all or what? He still had to spend 998.500.000 yen on something. (and most probably on something which wouldn't cause the supporter to kill him early...)

We don't really know but seeing how he nonchalantly ordered the assassination of those three guys I can safely assume that he did it many many times. Being a cop he probably used that power to kill criminals that he couldn't arrest. That before realizing it was pointless since for every criminal killed a new criminal would take their place. Kondo must have realized that police doesn't solve problems, police just tries to mend the anomalies caused by a more deeply rooted problem. That's why he said:

"At first I also tried to save this country"
"What a policeman like me can possibly do to save this rotten country?"
