Does anyone know if this is an anime? Or is it an original middle eastern cartoon?
Anyway it seems to be about various fairy tales and classic children's literature.

It's just that one of the tags says anime but I don't recognise it.

It is indeed anime.
"アニメ世界の童話" (Animated children's tales of the world) series that ran on Fuji-TV channels in the mid 90s.

The woman is somehow the woman is still alive and manages to have some big deep and meaningful talk with the girl but the fact she was still alive is what made the scene stick to my mind.

Has anyone scene anything like this or am I just going insane...

Anyone got any ideas?

yes indeed, they're the two main characters of Clamp's Legal Drug
it isn't an anime but the manga is 3 volumes, 4th still hasn't been made yet (is the last volume and the series have been on pause for years)
