Granted Unus, Duo, and Quinque are all supposed to be bad news, and Sex was apparently killed by Novem (meaning no Sex descendants probably, but who knows), so the new 3 country rulers probably aren't any of them.

And Lyle done fucked up in the latest chapter.

The three country ruler women were literally having an extreme catfight over him with their troops nearby while Miranda gleefully watched from the sidelines earlier in the chapter, and by the end of the chapter he has the trader girl help him aggravate her father by having her act like she's pregnant. The ancestors gave him 0 points for that, but that's minus point shit right there. He's just asking to get stabbed from behind.

Even a few chapters ago Lyle admitted that offscreen—where the generic harem shit happens—his harem apparently has already been fighting over who gets to have Lyle's "first" (and meaning they probably get to be the legal wife). So that's going to come back to bite him in the ass pretty hard. Only Mr. Lyle can salvage this.

It's also nice that Lyle forced a harem on someone just so he could have a friend with the same worries as him.

Will his ding-a-ling be split proportional to the number of his harem members with a butcher knife?

According to Millea, not only are a good deal of them stronger than her, they're just as evil, so meeting them at length could be very scary. Talk about a family of monsters... Granted she's also a fathercon and brocon at the same, so she can't really blame anyone.

Not to mention Lyle's current problem of trying to pick a main wife without it resulting in a sea of blood.

Novem and Miranda certainly fit the evil and strong role the family's wives and daughters tend to have, but they're at each others throats way too much. Novem also has the bad habit of panicking when something unexpected happens with Lyle. And Miranda is a spider woman who gleefully takes advantage of weak points like that, so yeah.

Aria actually genuinely wants to try to make as little problems as possible for Lyle (unlike Novem and her pushing people into Lyle's harem while ignoring Lyle's opinion so they can essentially be meat shields, and Miranda's instigating harem members to fight among each other to profit herself), but she bends to Novem and Miranda a bit easily and her talents lean toward physical activities, and not paperwork a little much.

Elza and Gracia are completely inexperienced with men and are extra belligerent due to this. While they're more capable than Aria regarding domestic affairs, they're both still pretty poor at those considering they're active rulers. Doesn't help Novem has them completely under her thumb and that they're also at odds with each other over Lyle despite being friendly with any other matter. Not to mention they seem to want to pick a fight with Ludmila.

Ludmila is actually skilled with domestic affairs and ruling, but again suffers from the aggressive thing, although actually seems to control herself compared to Elza and Gracia. She hasn't been around very long or get much screen time, but she doesn't seem to scheme out the ass like Novem or Miranda. Though there is still some scheming. She also has the biggest national influence compared to the others.

Yep, not a single straightforward legal wife candidate. For some reason, Aria and Ludmila looks like the best options because Novem and Miranda know Aria closely enough to probably not contest it too hard (Oh who am I kidding?), and Ludmila seems to handle herself well enough as well as makes the most sense from a national standpoint. And all the other harem girls aren't nobles or have complicated circumstances, so they aren't allowed to be the legal wife.

But then again, Millea and the Third seem set on still adding more harem members for Lyle because it seems amusing, so there's always hope Lyle won't get another insane and evil girl to help manage the others. As the Fifth said, harems aren't there for fun!

The first country was luck basically. It's a religious country where the ruler is basically always a young girl to young woman (short reign and is kind of elected). Lyle and friends happen across one of the candidates who had barely managed to get away from basically getting assassinated by one who made it into power.
Now, Lyle and the ancestors seemed to have a different plan before meeting her, but since a better plan popped up right before them they took it. For the record, the ruler they helped get into power isn't part of the harem, and the old one fled to Celes and literally became her footstool.

After the coup, he used his new political authority to bring to light another country's dickery toward the religious one and a neighboring country, where they cooperated to defeat the asshole country in a war. The cooperating country's ruler does want to join Lyle's harem, but Novem basically said she's unworthy to her face and turned her down. Yep. Either way, he now has the support of two countries.

The next two are countries that have been fighting forever. His new political influence doesn't really mean much to these two countries, but when hanging around their territories when trying to figure out how to gain their cooperation, they come across a secret courier that's been delivering messages from one ruler to another, showing their battle plans are carefully laid out to each other because they're both friends and puppet rulers. So Lyle uses this information to blackmail them into getting into a high post, where he then does some things to restore them both into power. And My. Lyle adds both of these women to his harem (and they're both a little yandere). For the record, one ruler plans on making her little bother the full ruler. So now these countries have formed a four-way alliance, although all of them are considerably small countries. They like him because Mr. Lyle is impossible to resist and both of them haven't ever had much contact with men their age.

The next is actually a major power. This one was because Lyle accepted a request to investigate the rumors of the queen being captive and free her (although the request was literally just to get Lyle ambushed and killed in a foreign country that failed spectacularly). Turns out the queen being captive was true...because she let herself get captured and was tired of the stiff muscleheads around her, and wanted to marry a strong, smart, and resourceful person, aka a person capable of "rescuing" her from her own nation. So Lyle Metal Gears his way in and "saves" her. She's also more than willing to go to war with Celes because it sounds fun. Yay for war-hungry women. Two of the ancestors thought the result was good, but really didn't like the feel of getting caught in the queen's (marriage) trap. Not that they're against him marrying her, it's just they don't like getting tricked. For the record, this country apparently has 2.5 times the military power of the four-way alliance or something. Which is still like 1/4 of Celes' country.

The next one is simple. Lyle never actually met the king of this one, but it's a country that's been at odds with Celes' country forever and specializes in defense. The king is a known womanizer so Lyle sent his harem to negotiate with them. An amusing part is the king actually has good instinct for women and wants nothing to do with Lyle's girls because they're too fucking scary. He agrees to an alliance because they predict that Celes' is going to go way too far, Lyle got the backing of the 4-way alliance and another major power, and they were actually planning to do an alliance thing with other countries before Lyle took the initiative and did it first. They were basically expecting Lyle to stop by at that point. Also, apparently the king plans to either send his sister or daughter to Lyle to support his empire plan, but apparently the sister isn't the type to listen to her brother the king and his daughter is like 10, so that hasn't gone anywhere yet, nor have we as the reader actually met either of them. Yay for adding to the harem by doing literally nothing and not even being there personally. The king does make a condition to support Lyle, which is to have a drink with the guy who can manage so many fucking terrifying women. Which he's going to be disappointed since even a drop of alcohol makes Lyle pass out.

And the latest country with the yandere princess ruling from the shadows I was talking about. Now about this princess. She was initially engaged with the prince of Banseim (Celes' country) but Celes mesmerized the prince and he broke off their engagement. This left a HUGE grudge with the princess to the point where she's willing to send her own country to its ruin as long as she can get her hands on him to torture the everloving shit out of him. Lyle's able to initially meet with the royalty for this one because first off, his family and this country have a lot of dark history together (specifically his great-grandfather and grandfather absolutely kicked their ass in wars and took territory from them), secondly because of his strong influence with the 4-way alliance and major power, and thirdly because he kidnapped a wife and child from the territory his grandfather stole in the past. Her revenge is actually a problem for Lyle because he wants the country to be stable after the empire is formed to avoid problems. She's currently not part of the harem, but a few of his harem members seem to think adding her to the harem will fix a lot of problems...and give Lyle personally a lot more.

So to sum it up, lucky break into snowball effect. Turns out once you get the first little bit of political power, it's easier to get more.

Celes? Yes, but in a different way. Lyle actually uses wit (also known as using questionable ethics) and his own natural charm to get where he is. Celes, however, can charm people by just having them look at her. And I mean like they-feel-joy-even-if-she-skins-them-alive (and she has done that, too) brainwashing charm. It seems to getting less effective as of late in the story, since a random trader sees her and all they think is that she's creepy.

Celes charms her parents to become the house head (at 13 and as a woman) for a very influential count lineage. For the record, it's stated that Lyle's family originally has enough military power to go at it with other countries and win. Then she charmed the royalty, marrying the prince and becoming the absolute ruler.

Some more fun facts about Celes.

Her current notable companions are an android super butler built using ancient and lost technology, just like Lyle's Monica. The original reason Celes got him was because she saw Lyle had one and she basically felt jealous.

An undead Qilin that apparently had opposed Celes in the past, so she killed and revived it as a mindless slave. Lyle also has a Qilin girl, although Celes' isn't out of jealously this time but plain coincidence. Celes shouldn't be aware Lyle has a Qilin as part of his harem already.

She's able to somehow turn people into monsters now as well. I'm not sure if her charm works on these monsters like it does humans, since the one time they've shown up they were pretty behaved but were also on chain leashes.

The rest of Novem's monster family are on her side, too.

And of course Lyle's Ma and Pa are on her side, too. Seeing as every family head is a complete badass in combat, dear old dad can probably put up a good fight as well.

Celes herself is the opposite of Lyle. Lyle works his ass off, is generally kind (outside of Ancestor influence telling him to do evil things like kidnapping children), and relies on pure social skills when talking with people.
Whereas Celes is a jealous little shit that flips whenever even compared to Lyle, is drunk on power she stole from Young Lyle, and as far as we know hasn't ever put forth effort into doing anything.

Celes having the memories of the goddess of humans and skills doesn't help, since she can just create whatever skill she needs.

And not sure what you mean by Lyle's a shadow ruler. It's more like his harem is the only thing he has horrible control over. Random soldiers listen to him better than his harem does.
