He's speaking from his own time, not local time. Local time is 5:00 PM.

LOL. So far the times are jumping all over the place. Still doesn't that surprise everyone how early such a dark show airs?

Doesn't it strike everyone how odd that is? Here in the US we have the unique freedom of speech, yet they can't air Code Geass until after 11 at night and they even blur out cleavage. When they show Naruto they edited out all the Tsunade breast jokes. I feel some hypocrisy there.
I will never understand why my country is so anal about nudity and sex, but alright with certain level of violence.....

I hate to say it, but you are right. This should be an example of what happens with Puritans found a country.
I still remember the weird uproar about Janet's nipple. For some reason graphic violence is fine, but sex and nudity is wrong and dangerous.
I love my country, but it's in serious need of an enema.

I think it's from season 1 when he declares the formation of the United States of Japan in the stadium. You can see Kaguya in the background and some torn curtains or something.

Millay got out in time, it would seem. She's not listed as "missing"/"status unknown" on the Code Geass-chart, so she wasn't among those caught in the blast.
