I would say that pirates in the One Piece world are groups of people who answer only to themselves (doing what they find "fun") and are not bound to any location, travelling mostly by sea.

Sea-faring anarchists, in a way (using the broad meaning of "anarchism").

This leads to a lot of variation, unsurprisingly. Some pirates are more libertarian than others, some more authoritarian (in a "might makes right" sense). For some, "fun" involves attacking and stealing or wealth and power, and for some "fun" means "adventure".
