What's up with tall small/flat chests with not enough proper ecchi service anymore?

In the late 2000s, it is somewhat common for anime to at least show some bare non-loli small/flat chest service and have series that specifically relies on such fanservice but since the death of the lolicon trend and the introduction of Ishihara's Tokyo Youth Ordinance Bill, the amount of such specific fetish has died quickly. So why is anime not being able to show anything that shows tons of naked or almost-naked non-loli DFC service with little to no big tits service anymore? Are they afraid of triggering the West (particularly United States) who had anti-CP laws despite such type of service not involving younger looking characters?

As you have mentioned, the Ishihara law means authors can't just put in that kind of fetish anymore. Add to that the US anti-child pornography laws and loli/DFC fetishes will certainly die real quick.

On the bad side, too many female characters these days have so unrealistic boob sizes that E-cups are pretty much the norm these days.

A bit of a letdown.
Back in the nineties, it's all about medium breasts. In the 2000s, flat and small breasts is a dominating force. Now it's all about big breasts.

This thread is bordering on flamebait, but anyway... I assume the reason is largely because production committees are relying more on streaming revenue from international markets including the U.S. and China. The less they have to modify/alter the content for international markets, the better, so it becomes a factor of the selection process for anime creation/adaptation.
