The president at the time was Roberto Katze I believe. Kuroko switched with his appearance and Misaka switched with Touma's cousin. Which means Kuroko looked like Katze and Misaka looked like Otohime.

We can't say that for sure because Index => Aogami while Shiina => Index.

And the two day skip must be because of Angel's Fall. Everything would have worked out fine if they just put episode 24 in one of those two days. They didn't skip it just for kicks.
