Yes. When they design clothes they draw everything, sometimes even details. For example, remember the casual wear Lelouch was in at Turn7? There are sketches of Lelouch's shirt inside, but we never seen him taking off the jacket. That casual wear hardly appears at all.

Pilot suits wasted? Check these out. XD

Are we gonna see Milly in these fancy dress soon? Unfortunately we already did. The orange dress is the one she wore when dancing with Gino in Turn 5, which we never get to see anything below her shoulders. The green one was at Tianzi's wedding, and later when talking with Anya and Suzaku, which I had a hard time recalling these since she was always in the background.
Cecil's formal attire was also in Tianzi's wedding, when she said "Suzaku!" One second, bust shot. And the focus in that scene is Suzaku. It wouldn't have mattered if she's wearing nothing her old uniform.

I really wonder if we are ever going to get an audio or picture drama that explains where Cecil was that night before she showed up with that closed meeting with Zero in episode 8. Her dress was so damn small. I doubt she dressed like that for the meeting. Unless she has some Zero fantasies we never knew about. Seems more likely she was somewhere else when she got the call.

dunno about the latter, but the former, R2 stage 2 novel says that Lloyd mislead her. Told her to dress appropriately since they were meeting with a charming gentleman or something like that.
