The Arts and Sciences City SS is their first meeting. Daihasei arc happens 2 weeks after that.

Xochitl recognized Saten (in this chapter too, she was aware that it was her)

Every student that undergo the academy city power curriculum program are espers. Even a level 0 can release AIM. So they had potential to develop their ability had a ability to which are unique to each other though as if they can level up on their own without the help of academy city.

Tsuchimikado has his passive healing and Akemi said that she is barely able to lift a paper cup.
So yes, some of them have passive skills or are barely able to use them.

As for Saten, I don't know.. manga didn't showed her power while using Level Upper, only anime did and it was Aerohand.
So whether she could have developed different ability (maybe some application of Aerohand) or it was all just luck is unknown.

I made it up, but it isn't that farfetched, as a particular loli also had a very weird esper ability involving human resources.

Akemi is basically a Lebel 0 Psychokinetic.
Saten's ability was explicitly stated in the DVD booklets of the anime as Level 0 Aero Hand.

Kiyama-sensei stated that only the server (Kiyama herself) has access to the abilities of other espers, thus creating the first ever Dual-/Multi-skill. As for the clients, the only "benefits" they have was higher processing power for esper abilities.

Nice scene with Saten and Touma ("He looks like a nice guy", Saten should watch yourself that's just the beginning of the road towards trying to repay your debt to him), setting up the solution to the memory loss (if Misaki doesn't do it first).

Speaking of Saten, she should have learned by now to not enter suspicious looking buildings like that... Xochitl vs Mitori will be the next thing to do hopefully as magician vs esper fights are rare, especially from standard magicians and espers.

Nice trolling from Gensei, as expected from a Kihara, and it seems this was all a plot to distract Misaki from protecting something called Exterior?
