I'm looking for an anime where the female lead has a nice outfit without having D+ cupped breasts
and no extremely revealing outfits, but no ceremonial wear or school uniforms either.
(So a flashy looking girl with average/small sized breasts)
The girl has to be somewhat active, not just a high school girl
or a girl that needs to be protected all the time.
Seen too many series that have either the slutty looking girls
or the damsels in distress with the nice dresses / kimono's / school uniforms

As for genre, I guess this kind of girl would probably fit best in some sort of Fantasy setting.
She has to be independent, there can be romance, but she has to have an active role of her own

Some examples:

Neo Angelique Abyss - Angelique:

I liked her appearance, but that's all said.
Female lead should be more active, not just praying like Angelique does.
She's also too kind (too perfect)
and there's too much of a "she has to do it" atmosphere going on...

Fairy Tail - Erza:

Erza is a great character, not too feminine but still, she's hardworking and kicks ass.
Downside, as with most Fairy Tail characters, too big breasts and no inspirational outfits.

Star Driver - Keito:

Her Glittering Star outfit was nice but a bit too revealing / complex
(as with most of the other outfits in Star Driver)
She wasn't a main character but I liked her best.

Saiunkoku Monogatari - Shuurei:

Hardworking independent female lead. The kind of thing I'm looking for.
But too plain and boring, that type of character in an action setting or something...

Kyoukai Senjou no Horizon:
I liked some of the chars but why the huge breasts
Outfits were nice and they were fighting, but...
(That always happens with fantasy / action, my biggest issue...)

I hope this kind of explains a bit what I'm looking for

From list of requirements I'd suggest these series:
Spice and Wolf, Holo has a few outfits that all look very nice while being outside the standard ones you listed, and she easily proves her wit and worth plenty of times in the series.

Katanagatari, Togame's main outfit is very unique, stylish, and colorful, while she doesn't do the fighting herself, she does create of the plans/tactics/strategies for their battles generally.

Seirei no Moribito
, while Balsa's outfit might not be as inspiring as the other characters here, her character is without a doubt what you're looking for. She is independent, strong, and very active in the storyline. Though the fight scenes are amazing, just not common to warn.

Otome Youkai Zakuro
, though by Zakuro's outfit might be called a bit "ceremonial", it's fitting for the setting of the series and she should be somewhat you're looking for overall.

Thanks for the quick reply

Spice and Wolf is one of those series I've been putting off for quite a while now...
People recommend it all the time though, maybe I should pick it up after all...

Katanagatari... One of those series I started on a whim
and dropped after two episodes because I wasn't really into it at the time...
I was planning on picking it up again once my plan to watch list wasn't swamped anymore...

Seirei no Moribito is on my plan to watch list, though it's not on priority right now.
Maybe I should put it on priority...
It's one of those series I have on my list without knowing what they're about...

Otome Youkai Zakuro, I've seen it. I've always disliked Zakuro for some reason though

More suggestions are still welcome

I'm just going to throw some random thoughts here:

Cardcaptor Sakura: This show feasts on different costumes and clothing. The main is a child though, but she most certainly is active and so on.

Aria (Animation/Natural/Origination) has rather unique work uniforms, but they mostly stay about the same for the entirety of the show. Give or take different lenghts of sleeves and such and a some events where they wear normal clothing.

Kaleido Star might have a few interesting outfits, depending on your preferences, although most of the time the clothes are rather mundane. Some of them can be a bit of in the unconventional fanservice territory, but the lead character is a very active girl. I'd really recommend this more for the lead than the clothes, now that I think about it.

Maybe Ah! My Goddess too, if you don't mind some harem comedy that goes nowhere. The leading female has a very nice dress.

Durarara - Celty is not the lead character but she's as important as any.

I've seen Fate/Stay Night, Blood + and Claymore.
Durarara is one of the series on my dropped list, but I might pick it up again.

@ Elegance:

Seen True Tears and Nodame. Rec is on my plan to watch soon list.
Myself, yourself doesn't look anything special at first sight, but I'll watch it
(I usually like drama romance school series so...)
Valkyria could swing both ways for me...

but I'll still watch it since I love that kind of character.

Witch hunter Robin actually drew me in with the plot. Definitely watching it!

I notice most of the suggestions aren't fantasy / action based at all, but that's ok

Erin ages from about ten to eighteen in Kemono no Sou-ja Erin, so she's only reaching womanhood at the end of the (lengthy) series. No fanservice in this show; it was made for family audiences. It's a serious story set in a fantasy universe by the author of the Moribito light novels. I prefer the fansubs to Crunchyroll's version.

The heroine in Nijuu Mensou no Musume might also have some appeal. The story has some sci-fi aspects, but they border on fantasy. The same might be said for Noein though it sports a premise based on quantum mechanics. Chiko in Nijuu Mensou is more of an action character, but there's quite a bit of action in Noein, just not directly involving the heroine, Haruka.

I didn't see Twelve Kingdoms mentioned. The heroine Youko is whiny and annoying at the start but grows into a powerful and impressive character by the end.

Yes, you should put Moribito on your priority list. You might also give Tokyo Magnitude 8.0 a try; the adult woman in that show reminded many of us of Balsa, and not just because they look somewhat alike.

Finally I'll toss out Ryoko in Yakushiji Ryoko no Kaiki Jikenbo. Sure the plots are a bit weak, but there is a fantasy component, and the writing is witty and well-acted by the VAs for the main couple.
