How would you turn the Sharingan into a D&D ability?

I would probably have to go with

1st Tamoe:
Taijutsu - As a partial action you may choose anyone and see their next move if your Dex. is higher than your oppenent. Once stated they may not change their decision. At this point during their next turn, If you wish to dodge they miss you at a 100% chance and you and take an attack of opportunity.

2nd Tamoe:
Ninjutsu- Two different types of ninjutsu training
1st.) Counter - as your next standard action you may choose during your enemies turn to attempt to counter an enemy/friendly spell. depending on level
Determine counter level - 1d4 + 1 levels (increases at DM discretion through training or fighting)
2nd.) Learn - as a standard action or a full round action after a "Counter" you may attempt to learn and enemy/friendly spell depending on level
Determine learn level - 1d4 + 1 levels (increases at DM discretion through training or fighting)

3rd Tamoe
Genjutsu - When ever a continuous offensive or friendly spell or enchantment is activated the user gains a +5 (increases with DM discretion) and if counter successfully the user takes no damage and understands the effects of the spell

(I think I got it mostly right and I would love some advice or ideas)
