Chrome Disaster is actually an equipment that drives the user crazy with the impulsion to destroy everything. Long story short, Chrome Disaster = Merging of The Destiny(1 of the legendary weapons) + Stat Caster(Another equipment) + Chrome Falcon sacrificing himself in pure hatred and revenge. Silver Crow became the 6th Chrome Disaster after defeating the 5th Chrome Disaster and not noticing that he has the equipment until 3 volumes later.

Benefits of equipping Chrome Disaster would be ability to use all skills of past generations of Chrome Disaster users and increased stats, further with the ability to detect danger levels and direction thanks to Stat Caster.

Cons of using it would be loss of sanity(though Haruyuki managed to control his sanity later on thanks to his compatibility) and loss of ability of using will system(bug system of accel world)

However, what I don't like about the Chrome Disaster's arc was that each generation of Chrome Disaster got weaker and weaker. The 1st generation requires all 6 Kings to personally defeat it(Putting their lifes in danger thanks to the Lv9 Sudden Death rule), The 5th generation requires only 2 Lv9 + 2 Lv 4 + King's Judgement to kill it, and when it comes to 6th generation(Silver Crow), it only requires a lieutenant of a King + strategy to put a fully insane Chrome Disaster in a massive disadvantage(though Silver Crow managed to regain his sanity and used his will system to turn the tables). Seems like the massive gain in stats is gone throughout the generations.

Is Chrome disaster the first also a Level 9 ?
I think that this is due to the fact that each generation of chrome have their unique skill buffed so if strategy like rock paper scissor then It can be killed and the more it got killed, the better people got used to fighting it. Moreover the 5th got a direct hit from a very specialized build avatar like Scarlet Rain so it power got tone down alot when Silver crown finish it. And the 5th is not weak either, it can dodge Kuroyukihime "death by piercing" and the Scarlet Rain attack in order to hit have scarified an arm and leg of kuroyukihime which almost make her loss all her HP.

Now what with the bug system ?

According to the 2nd novel the 4th generation Chrome Disaster required the 7 kings to kill, and it happened 2 and a half years before that. The first Chrome Disaster was 7 years earlier and since all the kings reached level 9 at roughly the same time roughly 3 years ago (This is an estimate but unless they debated killing each other for more then a year it seems a safe estimate) it is likely there were no level 9 players when they fought the first few Chrome Disasters.

-New skills of Silver Crow is due to the 'mind system' (I'm bad with names, chances are it's called something else), basically forcing/hacking virtual reality for moves using your willpower. It's what gave birth to Chrome Disaster to begin with (severe hatred warping the data), and after the 1st gen C.D got eliminated the 7 Kings swore to keep this system hidden from the masses to ensure there won't be a repeat of Chrome Disaster.

-Next arc after Black Lotus, Chrome Disaster shows up and in defeating it Crow got some pieces left on him. It infected him to become the 6th Gen C.Disaster. The infection ability is what keeps C.Disaster alive when the old 'transfer item upon death' ability doesn't activate. Crow's version got a tail as well from that infection.

-'Beast' is what Haru calls the accumulated Hatred and battle experience within the Disaster armour, a berserker that wants to lash out and destroy everything. Eventually (read: after 8 volumes of being stuck with it) Haru came to a understanding with the Beast.

-Old NegaNebulus members: Sky Raker, lvl8, Ardor Maiden, lvl7, and Aqua Current (Level 1, also known as 'The One and Only', makes a living in the Accel World by being a bodyguard for low levels - incredibly skilled.). One more member, Graphite Edge (he hasn't shown up yet in LNs), plus these three makes up the sub-leadership of Nega.B in the old days and are called "Elements".

-7 sacred treasures, the most powerful items in Accel World. Blue Knight has a Sword (The Impulse), Green Grande has a Shield (The Strife), Purple Thorn has a sceptre (The Tempest), Chrome Disaster used to be 'The Destiny', a suit of armour. Only one other treasure is known to the public, 'The Luminary', though only the stone dais is left and no-one knows who has it.
Azure Sky holds "The Infinity", another Sword. He hasn't left the Imperial Palace for years, if ever. No-one currently active has ever heard of him.
In the depths of the Imperial Palace (Final Dungeon) of Accel World, guarded by 16 Divine Beasts within the last room, countless Enemy guards before that, and the Four Gods that guard the Citadel gates, is 'The Fluctuating Light'. Haru and Ardor Maiden found it after Azure Sky led them to it, but after hearing about the many guards they admitted they stood no chance of getting it.

-Haru could only use the previous Gen's skills due to compatibility. The old Gen's was overwhelmed by Beast's impulses and couldn't use the old skills, and could only go Berserker.

Chrome Disaster isn't a Level 9. Though it's stats is on par with a Level 9. The first Generation, Chrome Falcon, didn't go past lvl6 IIRC. The stat boost is mainly the armour, ie the Corrupted Destiny.

I heard that his back story is quite painful. He have to watch his partner got killed over and over again in the unlimited field sine you cannot free log out from there.

Yeah, Chrome Falcon had a tough back story. Especially when Black Vise and the group he belonged to deliberately tried to force Falcon into the darkness as they're just testing out the Incarnate System at that stage.

In the manga latest chapter, we got a look at what the 4th is going to turn out, to be honest, I don't want to find that thing even in normal game left alone 3D full drive one
