This would have been really big as a Latin American simulcast. I think Toei is probably at fault for the limited regions on this.

I bet my two cents that back in the early 1990's mainstream American anime watchers didn't know anything about Saint Seiya and whether the show existed or not at that time, that's my take; mark my words, I said "mainstream" not exclusive, fansubber, or cult anime groups.
I did recall that Saint Seiya DVD's began to get released in USA around the early 2000's, but I do not recall the exact year.
Too bad they didn't consider the Latin-American market this time around, I mean Saint Seiya is a craze here in my country, and even the toyline from BANDAI was brought into my country.
