There's a possibility that the tax is also used to pay for the Army's equipments considering that they all have the same looks. But even so, isn't it better to use those money to buy equipments for the normal people? Those who would certainly be killed if they ventured outside the Starting town like those kids. Then those people can go outside, do something and bring back money. That would be more beneficial for both sides.
