I finally figured out how I'm going to change this:

I have an awesome new jutsu for everybody, short, though it may be.

Sommoner Summon Jutsu - A special summoning jutsu which allows the user to summon someone they know who can summon an animal cooler than theirs, and have them summon something for the first summoner to use.

Whew, try saying that 10 times fast. Anyway, this jutsu uses up just enough jutsu to summon a person. The person may or may not cooperate, depending on their relationship to the summoner, or if they were doing something at the time.

All ninja are free to use this jutsu.

history:
Miu has the six tailed demon bear (biju) trapped inside the base of her back, but when she was a few months old the wrath of the six tailed demon bear took over her body and destroyed the hidden cloud village in the country of rice, killing everyone in its path before and elder jounin sealed it inside her with a forbidden jutsu, which stopped the rampage but sacrificed his life. Miu wandered around her destroyed village and was picked up by some travellers walking through the village. for years she travelled with the wanderers until she was 12 years old and bantits attacked her group and the strength of the six tailed demon bear was releashed unto them. the travellers, realising what horrific power was within her abndoned her to fend for herself in the forest of fire. killing many opponents with the wrath of the six tailed demon bear, she took their clothes and weapons and learnt how to use them with great force. but her most powerful weapon was her control over wind and air (assosiated with the six tailed demon bear, which is made out of wind ie like gaara's biju is made out of sand and gaara uses sand as a weapon). she can control wind and air with a minimal amount of chakra with disasterous effects.

specialist attack: summoning eagle slicing wings

attack style: for long and mid distance attacks she uses her wind and air techniques, but for close range attack's she uses her large sword that she carries on her back.

weakness: shadow control and mind transfer techniques (ino and shikimaro) are the ony thing that cannot be blown away by her winds.

Appearence

eyes: very light blue, right eye has a white pupil, the left has a large black pupil with four lines coming out of it in a cross fashion. when the wrath of the six tailed demon bear is unleashed this eye spins unbelievibly fast.

hair: her hair is silverey-blue which is short at the back. she has a long fringe which has two long locks of hair infront of her ears.

face: her face shape is the heart and she rarely wears a smile. a slanted scar bears its self across her lips from a fight with one of the Akatsuki (kisame) who tried to extract the six tailed demon bear from her, but failed.

clothing: her clothing consists of a long sleeved baggy t-shirt which is white and tight shorts which are a light blue colour. she has bandages around her neck and around her torso. she also has bandages coming up from her ankle to below her knee. she does not wear shoes.

weapons: along her waist she carries scrolls for summoning techniques and a pack which holds shuriken, kunai and wires. strapped to her back is a large sword which she uses for short range attacks

when her and naruto come face to face there is a powerful and immense battle between the nine tailed fox and the six tailed bear

yeah, that's pretty much what asphyxia means...you cannot breathe because there is nothing to breathe. What makes me curious about this jutsu is, if he is able to burn through so much oxygen that he might kill himself, does he have a way to extricate himself from that possibility, or is the use of this jutsu the be-all-end-all of both the user's and receiver's life? I'd very much like to see an exit strategy for he who uses this jutsu, so that he may survive to use it again...

Perhaps something along these lines:

Immediate Removal Technique (Sokuchi Gaijo no Jutsu): The user is able to immediately remove himself from any deadly situation he creates. This technique must be engaged before that which requires escaping, and resigns the user to three days rest for recovery. Any attempt to utilize this technique more than once within the required resting timeline will cause the user's chakra to be reduced to zero, and their body to ash.

History

Takara was part of the Ishikawa clan which has a bloodline limit, byakugo (all seeing eye) which can see into their opponents nerve system and interpret the signals, which enables them to know what the opponent's next attack is and how to beat it. when Takara was young her clan was attacked by ninja from the hidden village of mist who wanted to wipe them out because of their bloodline limit. many of her clan where wiped out, but her and her mother managed to escape from the country of water to the country of fire and then to the hidden village of konoha, where Takara' mother died of a heart attack. she nw lives in th same block as naruto alone and is an advanced genin. she had the top grades in the academy and excelles in all her missions. she and narut have crossed paths a few times and naruto thinks shes quite pretty.

specialist attack: Byakugo nerve paralysis. an attack which stops the nerve signals from reaching the brain, ultimatly stopping movement all together. she uses chakra like neji and hinata to block the nerves

Attack style: close range attacks

weakness: shino's bugs and other long range attacks would defeat her.

Appearence

Eyes: her eyes are brown except when she uses her byakugo and they turn a light amber hue.

hair: takara's hair is long and dark brown which is usually tied loosely behind her with a long, thin piece of leather.

face: her face is square shaped with defined cheekbones and a small burn mark underneath her left eye from when the house was set on fire in the country of water.

clothing: takara wears a dark purple coat with a hood which has a white fur lining.
she keeps her konoha headband loosely around her neck and keeps her mothers hidden village of mist headband underneath her coat around her right arm. she wears baggy blue trousers tucked into leg braces. on her hands she wears tight black gloves which she only takes off during battle.

Weapons: she carries the basic genin weapons, shuriken kunai, wires, exploding tags ext. she also carries her fathers gold dagger strapped to her chest.

i would really like takara and neji/hinata to fight. it would be totally awsome

quzor i think that the escape should be... hmmm hed have to IMMEDIATELY use the hell flames technigue and then RIGHT after executing it he'd have to create a no excape shield around him to block the oxygen surrounding him from burning thus creating leftover o0xygen which he could then use to escape but this shield jutsu would require 15 handseals in 3 seconds(hard as hell)so it is used only when the user is fully prepared of the chance of dying

Tier 2 - Windmill deception: Sends a windmill shuriken hurtling toward the enemy, of course they dodge, however that was an illusion. The *real* threat was coming from behind the whole time.
Nenshou ki koiru (lit. Burning tree coil): Traps the victim within the confines of a tree's branches and then proceeds to set the tree ablaze along with the victim using a fire jutsu.
Tier 3 - Akumu (lit. Nightmare): A advanced genjutsu unique to Sakuyu using the sharingan, she is able to trap the victim in a nightmare. However...the victim themselves are the supplier of the torture/punishment, as the jutsu feeds off of the victim's fears and horrors.
Ookami Kuchiyose (lit. Wolf Summon): Summons a powerful forest wolf to tear through opponents, leaving behind a burning-hot violet afterblaze.
Personality: Sakuyu is dry and cynical. She analyzes her surroundings beforehand so that she knows what to expect and if/when she may gain the advantage in a future fight. She is partnered with Misame Hoshihana (sounds familar hmmm...?) She likes order and balance, she also likes drinking tea under the shade of trees and taking her time (much to Misame's annoyance.)
Clothing & Appearance: She wears a typical ninja garb, mesh top, black pants, sandals, etc. She wears a black hooded cloak (the hood is essential) over her normal garb. She wears magenta earrings, and wears her hair in a ponytail semi longer than Itachi's with golden ornate haircombs. She wears the hidden leaf headband however she has not marked a "slash" through it.

Tier 2 - Taifu no Jutsu (Lit. Typhoon Jutsu): Misame makes a light drizzle then causes the rain to pour harder with a gust of wind creating a typhoon on the enemy.
Tsunami no Jutsu (Lit. Tidal Wave Jutsu): Creates a gigantic tidal that rips to the enemy, causing them to spiral through a torrent of dangerous waters.
Tier 3 - Piranna no Jutsu (Lit. Piranna Jutsu): Summons a group of ravenous pirannas to engulf the enemy, bitting them to death.
Shippuu no Jutsu (Lit. Hurricane Jutsu): Uses twin fan blades in contraction with a water-style jutsu to create a momentary hurricane that chases after and engulfs the enemy.
Flash Flood Jutsu: Causes a gigantic flood of Noah's Ark proportions as a "last-ditch" effort to kill off the enemy. Requires little chakra, however may end up killing the caster in the end.
Personality: Misame is naturally arrogant and impatient, she carries twin fan blades that add a wind element to her already innate water element. Misame would much rather pay the price for rushed work rather than take the time to do it perfectly the first time. Misame is a sloppy worker in contrast to her partner Sakuyu who is a perfectionist.
Clothing & Appearance: Besides the typical ninja garb, Misame wears a belt on her hips to carry her fan blades, she also wears her Mist headband although she has not "slashed" through the plate.

Nemui-Hanabira no Jutsu (Lit. Drowsy Petals Jutsu): Graceful flower petals drop from the sky causing enemies to fall asleep.
Personality: Koujou having hailing from the village hidden in the grass, she is confident in being that she is the best shinobi to ever grace the academy. Koujou is a bragart and selfish person, she will backstab anyone to garner herself a victory. She often relies on her looks and her plant skills to get out of tough situations. Because of this she has no current partner while in Hakumei.
Clothing & Appearance: Typical ninja garb, wears her cloak opened to reveal cleavage so as to take advantage of unsuspecting male shinobi. She has long hair which she wears up (like FFX's Lulu) and wears her Hidden Grass headband around her neck (i.e. Hinata, Temari, Hidan) without as "slash" through it. Koujou dresses entirely in black garb similar to FFX-2's Paine...hmmmm.

Age: 18 ~ 20 (F)

Hair Color: Mixed of Blond, red, and Brown (like feathers)

Origin: Songutorigakure (lit. Songbird Village)

Personality: Kuren (Japanese for Crane) hails from Songutori and is proud of her heritage. However, due to the current political strife that has engulfed her homeland, she found herself in "compromising" situations, forcing her to leave in order to live out her life as she saw fit. Kuren is generally a calm and down-to-earth person who also a spiritual side. She is a devout believer in the native Suzaku religion of Songutori the belief that "when we die the great Vermillion bird will resurrect us as birds and fly us to heaven." Kuren is currently partnered with Fei, a ninja from Iwagakure.
Clothing & Appearance: Unlike the rest so far, Kuren dresses in a vermillion skirt/top combination with a long purple scarf around her neck. She proudly wears the Songutori headband on her forehead, and has small kanji painted on the palms of her hands depicting the bird gods of the east, west, south, and north.

Jishin no Jutsu (Lit. Earthquake Jutsu): Uses handsigns to make a devistating earthquake that eventually splits open the earth to suck in the opposition.
Tier 3 - Tsuchidoragon no Jutsu (Lit. Earth Dragon Jutsu): Creates a large dragon from out of mud/rock/stone or clay to assault the opponents.
Tsuchihei no Jutsu (Lit. Earth Wall Jutsu): As a last ditch, Fei can protect himself from any harm by encasing himself in an ultimate barrier of stone, which is unbreakable. However...if someone were to roll the boulder off of a cliff, then he would be in trouble.
Personality: Fei is a hard worker and enjoys working in Hakumei (bandit group). He is partnered with Kuren, who seems to compliment his personality. Fei doesn't like fighting, however when he does he goes all out and with agression, and fights to the finish.
Clothing & Appearance: Fei wears the Hidden Rock village on his forehead, and wears a black cloak with hood (like the others), and ninja sandals. In addition he also wears black gloves similar to kakashi/kankuro.

Yami-Ranpu
Age: Unknown (for both) (M)

Hair Color: Black (Yami), White (Ranpu)
Eye Color: White (Yami), Yellow (Ranpu)
Origin: Hakachigakure (Graveyard Village-Yami), Sunagakure (Ranpu)

Tier 1 - Shigaikibou no jutsu (Lit. Corpse Trick Jutsu): Can reanimate any recently fallen corpse using chakra strings (Ranpu's ability) and can use them to fight for them.
Honetantou no Jutsu (Lit. Bone Dagger jutsu): Can use his opponents bone (by forcibly tearing them out) as sharp daggers to throw at other enemies. He can also use his own, which will mean he will have to replace whatever he takes, so he understanably avoids using this jutsu even without Ranpu's nagging.
Tier 2 - Sunasame no Jutsu (Lit. Sand Shark Jutsu): Molds shark-like creatures from out of sand to attack the enemy. (Ranpu's ability).
Honeori-kangoku no Jutsu (Lit. Bone Cage Prison Jutsu): Uses the thousands of bones of fallen warriors to make a cage to entrap the enemy.
Tier 3 - TBA
Personality: Since Yami-Ranpu are two individuals merged into one, they still maintain their original personalities and abilities. Yami was a native resident of the Village hidden in the Graveyard, as Ranpu was a native from The Hidden Sand village. Ranpu was kidnapped one night while on diplomatic mission by a scientist and his henchmen and was used as a human experiment. That experiment is Yami-Ranpu, a frankenstein-like monster with the ability to reanimate the dead, and to control sand.
Clothing & Appearance: Since Ranpu is coming out of Yami's back, while he wears his black Hakumei cloak it appears as though he has a hunchback, and when he is arguing with Ranpu it seems as though he is feuding with himself.

Yeah...I sorta thought that too when I was making them. My first initial idea was to make them rogue chunin and special jonin classes rather than S-Class (kage) level, since even genin/chunin classes have beaten the likes of akatsuki, and what not. In retrospect it would look better for them to be Chunin and Special Jonin.

And in response to ur comment 6-tailed wolf, that is a very good observation. yes I think Sakuyu and Yami-Ranpu could def be Kage-level and at the very least Jonin, and the rest of them chunin and up.

I've got an interesting jutsu I came up with..

Blood shield (kekkei genkai)

The blood shield jutsu is an inherited technique passed down through the (unknown) Clan. The jutsu works in a rather gruesome way, as the ninja must either cut their arms open, or be cut in order for the jutsu to work without risking serious injury. The jutsu itself allows the user to use their chakra to magnetize the iron in the blood (which is unusually high in this clan), and can wield and manipulate it in any way, forming darts, blades, but is particularly used as a means of defense, as the blood on the arm will merge into a kind of sleeve of iron, allowing it to be used like a shielding gauntlet. Of course, as the risk of severe bleeding is very high, the jutsu is preferred to be used as a last resort by the clan, and is often left unused. It should also be noted that about 1 in 10 family members in the clan are unable to feel pain, which had been known to lead to ghastly injuries, severe hemmoraging, and even death through carelessness by the painless users.

There you go, a serious jutsu from me for a change. Let me know what you think, if you feel like it.

*Disclaimer: Since the Raikage(s) were never really given a background I figured I could use whatever to make a history and lineage of the current (7th) Raikage (Lightning Shadow). As stated b4, these are all speculative fanfic characters and are not "omfg, so that's gonna be in the next series!?!" they're just 4 fun.


Shichidaime Raikage 雷影
Age: 24
Height: 6'0"
Hair Color: Blond
Eye Color: Brown
Origin: Kumogakure (of course!)
Current Status: Kage of the village hidden in the clouds
Skills:
Tier 1 - "Raikoudorgan no Jutsu" (Lit. Lightning Dragon Jutsu): Uses the hand signs to form an electrical current spawning as many as up to four lightning dragons at once. This technique is already lethal, however if the opponent is wet then will more than likely kill that person.
"Kumo-kyasuto no Jutsu" (Lit. Cloud Cast Jutsu): Summons a large cloud to appear overhead (above himself and opponent(s) for rain/lightning/storm jutsu combinations. This cloud jutsu is also somewhat of a summon however since it does not have any sentience nor is a blood contract required to summon, it remains along with the other jutsus of that country.
Tier 2 - "Hekireki no Jutsu" (Lit. Thunderclap Jutsu): Summons a big burst of electrical energy to pour down onto the opponent at once, ending with a loud boom.
"Doshaburi no Jutsu" (Lit. Cloudburst Jutsu): This is sorta like an advanced version of Cloud Caster, except that with this jutsu the weather becomes most unstable and floods and thunderstorms occur from the cloudburst. Naturally a thunderstorm would be no different to a Kage of the Lightning.
Tier 3 - "Rakurai no Jutsu" (Lit. Thunderbolt Jutsu): Uses the appropriate amount of chakra in order to create a thunderbolt in his hand, this specific technique is a bloodline technique therefore it is unique to the Shichidaime Raikage and his kin.
"Sanda-ba-do no Kuchiyose" (Lit. Thunderbird Summoning): The Raikage summons the legendary Thunderbird of his clan and homeland of Kumogakure to aide in combat. The Shichidaime Raikage's bloodline all had blood contracts with the Sanda-ba-do (Thunderbird), and would use its electrical surges and endless lightning/storm techniques to wash away enemies, and in more extreme cases to retreat.
Personality: He was chosen to become Raikage after his father (Rokuaime) died, and the council advised to make his son the next kage. He is very serious and takes things very personally when others are regarding he or his homeland. He has a personal apprentice, Aoiro who is 17 and is constantly trying to battle and defeat him to show he is worthy of Raikage (similar to Konohamaru's antics except actual sparring is involved.)
Clothing & Appearance: Outside from the "yellow" version of the traditional "kage" attire (also the hat with the
雷 symbol on it), he wears a long teal blue sleaveless robe, with a yellow vest underneath and wears a coral (which is very important when using thunder/lightning) necklace his mother gave him.

Izanaki
Age: 24
Height: 6'3"

Origin: Kumogakure
Current Status: the famed "Seiyuuki-Seijin" (lit. Monkey Sage) of Kumogakure, left in order to persue an acting career, however things didn't pan out and he was assaulted by three bumbling missing~nin/assassins who posed as the film crew. Izanaki defeats them easily however he learns that his nemesis Ein-Lam the "Kagyuu-Seijin" (lit. Snail Sage) had hired them to beat Izanaki up.

Personality: Izanaki is a perfectionist albeit he does not show it (he hates himself for losing or for running away). He can be somewhat narcisistic however this also plays into his perfectionist/inferiority complex. He is represented by the "monkey," and always has one or two around to help him the most notable being Kimi, who likes ice cream.
Clothing & Appearance: Wears a silver headband, mesh armlets, red shoulderguards, short-pants, and wood sandals without tabi (socks). He also carries a bo-staff (rod) for his Son-Goku (Sun Wukong) techniques.

Mizaru
Age: 24

Current Status: Missing Nin ~ hardened S-Class criminal. Wanted for wiping out an entire clan, brainwashing children, performing experiments on animals and people, and for polluting 1/25 of the water supply.

Personality: Mizaru is evil personified (I know it's been said b4 with Oro but these are new times so new evil is expected). He created an army of half people/animal hybrids and controls them via mind-control, though most have either escaped his control or were killed he has only a few remaining in his stable. He wields a scythe that cuts through just about anything. Mizaru slew his two elder brothers, Mikazaru, and Mazaru, when they discovered the "forbidden secrets." Mizaru killed them so only "he" would know about the secrets of the clan's bloody techniques. Mizaru is wry and calculating, he is also a "skinwalker," which could possibly be bore from his knowledge of the forbidden secrets, although it was not confirmed. Mizaru's favorite animal to shift into is the silver-haired wolf, which he does very often.
Clothing & Appearance: Mizaru wears a white robe with a black beaded necklace that bears a single turqouise claw on it. He wears black short pants and black sandals. He wears his scythe on his back when not fighting.

Otohime
Age: 42-43

Current Status: Retired sensei; formerly Izanaki/Mizaru/Konoyaha's sensei

Personality: Otohime was the instructor of the Kiseki-Gonin (Miracle 5 ninja). Otohime was strict yet loving, and sometimes negligent but empathetic. Though her methods were highly regarded as "unorthodox" the five genin she trained became great succeses during the shinobi wars and honed a great deal of skill and technique through their extensive mountain training. Otohime is sometimes referred to as "Majo-Obasan," (meaning Witch Lady) by her former disciple Izanaki, which in return would gurantee and slap across the head with a rolled up newspaper (even today.)

Konoyaha (Sakuya)
Age: 24
Height: 5'7"
Hair Color: Auburn
Eye Color: Violet
Origin: Kumogakure
Current Status: One of Kiseki-Gonin (5 Miracle Ninja), however two of which mysteriously vanished hmmmm....She was partners with Izanaki, Mizaru, Rei, & Shime` (The last two being the missing ones)

Personality: Konoyaha was adopted by the head of the Kumogakure village along time ago, (about the time of the Fifth Raikage) and was raised as his daughter, however he soon became ill and retired from being Kage and passed the title to the next one (Mudaime Raikage). Konoyaha is very studious and ambitious, she is beautiful and always fulfils her duty to 100% she hates failure and won't accept defeat almost to any extreme. She is "arranged" to wed the Shichidaime Raikage, as the two children's grandparents decided beforehand that they would make a good match. Konoyaha openly disapproves of the arranged marriage and Shichidaime never mentions it, however the two a secretly in compliance to be wed and are actually in love.
Clothing & Appearance: Konoyaha wears a vermillion tunic-like garb over black ninja shorts and sandals. She wears fingerless gloves and wears the kumogakure headband on her forehead.

Awesome post, once again--- you've got some great ideas there. Just being nit-picky again, but I think 24 years old seems awfully young to be Raikage, even if Shichidaime Raikage was the Rokudaime Raikage's son.

But then again, I think a lot of the characters in the Narutoverse are too young for the feats they supposedly accomplished, but I suppose that's a matter of opinion....
