I know I'm not really helpful with that, but I've been there visiting last summer (Douglas + Castletown).
It is a beautiful place (and the people have been a lot more gentle and tolerant against foreigners than the places I've been in England, as far as I could tell), wish I could live there to be honest. Oh and gosh how surprised we was upon seeing the horse-trams .
I didn't met with any anime-fan though, sorry :/ .

As for the topic: I grew up in Budapest - Hungary (Eastern Europe), I've lived half a year in Krems an der Donau - Austria, I've lived a year in Carlisle - UK, and also half a year in Southport - UK.
It's a royal pain in the *ss to finally move back to the west though, with all that ongoing economic crisis.

I would say it depends on your native language. For example hungarian is generally considered as one of the hardest language (Source), so also for that reason -among other things- it wasn't difficult to self-learn english from the TV while I was still a young lad (6 year old or so), despite that they taught me german in my school.
So anyway I think it all depends on your mother tongue, and the language you desire to learn, plus your own talent at remembering various linguistics.
