I know im double posting and this is a bit more IS related but bear with me on this subject.
Ichika's issue stem from two things.
1. While most of the girls do seem to have feelings I question the reason for these feelings for a few of them. (Houki is the exception)
Cecelia: I still cant figure out her 180 on ichika to this day. Laura: Lets face it to me Laura is projecting her feelings for Chifuyu onto ichika Rin: Oh come on there is nothing more vague then a promise like that one in shounen manga with a bunch of little kids. Charlotte: I'm not sure if its just love or affection for the fact that hes the first male to show her kindness in a very tough life. kanzashi: She has a prince complex and once somebody appeared to fit that she'd be in love it didn't have to be ichika at all. Tatenashi: Just likes screwing with him simple as that
2. He definitely has feelings for houki and as much as he wants to act on them the girls around him wont really allow that situation or will the others in the academy.
Chitoge: Lets face it those two don't get along at all and the only reason their around each other is the fake relationship (which btw has been a lost subplot for a long time)
Marika: She has pure feelings for Raku that cannot be denied but he also understands that because of the fake relationship and his own feelings for onodera he cant do anything.
Tsugumi: O come on tsugumi is the charlotte of Nisekoi. Sent in as a boy to observe the MC for whatever reason. Not only is her secret revealed to the MC but the reality is both are extremely hot girls who have never been thought of as girls in their lives just tools. MC makes them feel like girls so naturally they have affection.
Onodera: Well lets face it the only reason raku and onodera aren't dating is because both are afraid to confess for whatever reason its painfully obvious both like each other to most of the characters in the show. The excuse of the fake relationship doesn't apply because Dera knows its fake but yet still cant do a thing its a clusterbomb
as for our boy Raku he's stuck in a lose-lose situation if he confesses. If she likes him too (which we all know she does) them dating ruins the fake relationship with chitoge and afterwards all hell will break lose on multiple regards. If she doesn't he goes into a permanent depression which may be interesting for the story but not a good idea

I am still not losing hope on Ruri and Shuu, there is still more to this arc.

Please don't fall for Raku my sweet Ruri lol.

I have to admit she looks good without her glasses and when her hair is down.
I had to chuckle when the old man and shuu peeked on ruri in the bath.

Oh god im sorry to say this but I dropped IS on half the second season, the romance sucked imo, I find ichijo better (maybe because the girls aren't trying to throw their panties at him lol)

Ruri wont fall for ichijou but she understands why onodera likes him of course he gets pissed when he says stuff she thinks he should say to dera (even though she should know very well why he doesn't)

While I have nothing against Ruri joining Raku's harem (shuu no.1 though), I just don't see the point. There are already too much and it's just a pain trying to develop their relationship with Raku one by one.

The RurixShuu thing was being hinted for long even though its not really romantic scene but just understanding in between those two but I still prefer it over RakuxRuri.

that would be a rather good comparasion to it and really I should hope not but lets not panic the old man is likely well aware of the fact raku isn't dating ruri
(he knows she did it for him not for her sake) what would be interesting is before they leave he talks to her mentions he knows its fake but that a guy whose far better suited to you was on the trip mentioning shuu and ruri will deny it with a hidden blush
