I can say with 100% certainty that it is not from the OVA. Miyuki and Nanoha were never even on screen together in that, until maybe the end, but at that point Miyuki's hair was cut short.

Actually, as far as I know, the anime has yet to contradict the established fact that Miyuki has feelings for Kyouya.

That may be true, but Kyouya and Shinobu are together canonically and Miyuki has no apparent alternative.
