Yeah I mean just look at serial killers I mean they're bumping into each other CONSTANTLY while out stalking victims... wait.

We're probably talking hundreds of planets here, maybe thousands and the number of truly potent nutters is probably very sparse. These nutters being nutters likely have little desire to seek each other out or ally and many reasons to avoid one another. There's little logical reason that they'd bumble across each other very often frankly.

Serial killers and psychos generally don't have those problems. If they did, there'd be a lot less killers in the world today. When was the last time you opened the newspapers and read "Brutal competition: Serial killer Sir Skinalive kills fellow serial killer Eddy Mcstabby!"

Not to mention that, as you pointed out, this is Cranagan. The amount of nutters here is not exactly Hollywood New York level.

History:
Celica Iris-Lynnfield is the fourth child of the influential Lynnfield family, owners and operators of Lynnfield Systems, the IAFW's foremost designer of AI processing cores. Born to Gilad Lynnfield and his wife, Natalie Iris on 6.18.0063, Celica was determined to have an active Linker Core, something extremely unusual in both the Lynnfield and Iris bloodlines.

In 0074, due to her family's influence within the government, Celica was admitted into the IAFW/TSAB Naval Forces at age 11. Her Linker Core was retested at this point, receiving an untrained B-ranking and an assignment under Instructor Takamachi for magical combat training. She continued her training under Instructor Moore in 0075 when Instructor Takamachi was temporarily reassigned to active combat duty with Mobile Section Six.

Celica completed her Naval Forces training under Instructor Moore at age 13 in 0076, finishing with an AA ranking. She was assigned to the Navy patrol cruise warship Shiva as a junior systems analyst. She was promoted to senior analyst in the beginning of 0080. One year later, she met Special Agent Alphine during an NSIS operation aboard the Shiva. Shortly after the operation's success, Special Agent Alphine recommended the immediate recruitment of Celica Iris-Lynnfield.

On 08.23.0088, Celica Iris-Lynnfield disappeared under highly suspicious circumstances. She is suspected of the murder of three Security Divison personnel: Officer Fiona Smith, Officer Mira Eri and Sergeant Timothy Wright. All active field agents are encouraged to report any possible sightings of Iris-Lynnfield to NSIS Command.

On 08.25.0088, NSIS Director Harlaown assigned Special Agent Alphine a priority standing mission to determine the whereabouts of Celica Iris-Lynnfield.

Celica Iris-Lynnfield is first and foremost a computer systems expert. Her mage rank tests as AA. Combat is not her speciality; however, like all IAFW military mages, she posesses combat abilities slightly above the average of most AA-ranked non-combat mages. As is standard procedure for all NSIS agents, Celica's ability and Device limiters were removed upon entry.

Celica has a natural affinity for all manner of computer systems. With the assistance of her Interface Device, Nehalem, she can perform unauthorized infiltrations of heavily defended data systems with impunity.

In combat, Celica typically avoids melee and focuses on long- to mid-range shooting attacks. Her Interface Device's special ability enables her to disable or take control of an opponent's Device for a short time if not properly shielded. This ability is less effective against Devices with advanced AI cores.

Device Notes
Celica Iris-Lynnfield possesses a modified and custom Intelligent Device, known as an Interface Device. Like modern Unison Devices, Interface Devices are equipped with a new experimental multi-core, fully-unlocked AI processor, as opposed to the partial AI, single-core processors utilized by Intelligent Devices. The result is much higher operating clockspeeds and computational power at the expense of higher mana consumption and greater strain placed upon the operator.

Unlike Unison Devices, Interface Devices do not possess their own Linker Cores and cannot operate autonomously.

Tizona possesses a masculine synthesized voice and personality. He was constructed by a joint effort of Device Meister Shario Finieno and Celica Iris-Lynnfield in 0077.

Device Modes
Suspend Form
In this mode, Tizona assumes the form of a drop earring set with a long shard of glowing blue-white crystal. In Suspend Form, Tizona cannot assist in casting spells or directly interface with other systems. However, he can wirelessly interface with nearby computers and Devices.

Blade Form
In this mode, Tizona resembles a thirty centimeter long, double-edged dagger without a crossguard. The pommel is set with a sharply faceted glowing blue-white jewel. In Blade Form, Tizona is limited to melee techniques and Pulse Lancer (which is never fired from his main body) in this form.

Cannon Form
In this mode, Tizona drastically alters his form, lengthening the hilt into a short-hafted staff. The dagger blade bifurcates and spreads, creating a three-centimeter gap and a blue-white crystal aperture. Tizona is well-suited for long-range bombardment and shooting magic in this form. Tizona cannot utilize melee techniques in this form.

Interface Form
In this mode, Tizona assumes the form of a portable holographic terminal with expanding multiple displays and multiple input keyboards. In this form, he disables all combat and defensive functions and shifts all processing resources to computational tasks. In this form, Tizona can assist Celica in hacking into highly secure systems.

Abilities
Barrier Jacket
Celica's Barrier Jacket is a lightweight variant that offers moderate defensive capabilities and emphasizes deflection, speed and avoidance. It cannot take the full brunt of powerful bombardment-type spells directly unless under the effects of Overclock. The Barrier Jacket is predominately black in color, trimmed with gray detailing and lightweight blue-white armor plates.

Overclock
A support magic that temporarily boosts the caster's physical and magical capabilities. Upon casting, Celica becomes faster, her attacks stronger and her Barrier Jacket more durable for a period of five minutes. When the spell expires, Celica's Linker Core is temporarily weakened by the extreme energy output, leaving her more vulnerable to attack.

This magic is extremely strenuous; frequent use can cause permanent damage to the body and Linker Core.

Pulse Lancer
A basic medium- to long-range shooting attack, firing up to eight blue-white pulses of concussive force. This is Celica's staple battle spell. The power of the pulses can vary based on adjustments made by Tizona on the fly. Power is inversely proportionate to maximum effective range and number of active shots fired.

(A/N: This spell is very similar to Nanoha's Axel Shooter or Teana's Crossfire Shoot with two exceptions: 1) the shots cannot be controlled remotely and 2) the power of a single pulse can be amplified by reducing the number of active pulses. Nanoha and Teana's spells are typically used for mobility restriction rather than outright damage, but this is Celica's "spammable nuke.")

Plasma Cannon
A long-range bombardment attack that takes some time to charge and fire. Celica designed this spell during her training with Instructor Takamachi's assistance and input, and it strongly resembles a blue-white Divine Buster. It is not as powerful as Nanoha's spell, however, but it does have electrical damage properties. This spell can only be used in Cannon Form.

Ion Cannon
A fast-casting, long-range support attack that does no physical damage but disables mechanical enemies and electronic equipment for a short period of time. Not always effective against Intelligent, Interface and Unison Devices. It cannot be used underwater. This spell can only be used in Cannon Form.

Disseverment
A melee technique, this spell is used when Tizona is in Blade Form, charging his edge with electrical energy and delivering a barrage of deadly slashes and thrusts. Due to the short length of Tizona's blade, this technique is not often used by Celica, as she prefers to attack from a distance.

Vertical Cleave
Celica's strongest melee technique and strongest attack magic. Tizona's blade charges with crackling magical energy and greatly enlarges for a short period of time, chopping down in a heavy overhead slash. Very unwieldy and slow, even under the effects of Overclock, but extremely powerful. Can only be used with Tizona in Blade Form.

[A/N: This is Celica's "one shot KO" ability, similar to Nanoha's Starlight Breaker, but I made it a close-range attack for balancing purposes since Celica isn't exactly a combat specialist. Melee isn't her forte, and having her one-hit-KO be both melee and relatively slow and unwieldy makes it more of a crapshoot to use. ~syn]

Full Access
Celica and Tizona attempt to disable or take control of an enemy Device. Not always effective against Intelligent, Interface and Unison Devices. This spell can only be used in Interface Form and not in active combat.

Celica Iris-Lynnfield is a source of confusion for EAID since her unexplained disappearance. She has always been a dilligent agent; her abilities have resulted in the completion of a number of active cases since her recruitment. As I'm sure you know already, Admiral, the analysts under my command tend to be slightly colder and more callous than the field agents, since they see only the numbers, the code and the machines. They don't actually see the targets bleed and die at the end of the chain.

However, nothing in Iris-Lynnfield's psych exams gave me any indication that she was in imminent danger of going rogue. Despite this, she was not well-liked within the unit, with the exception of Special Agent Alphine, who recommended her recruitment in the first place. I suspect that there is more going on here than we realize, Admiral... and Celica holds the key.

I concur with your decision to assign Special Agent Alphine to locate the whereabouts of my missing analyst. I can't prove it, but I feel like Celica wouldn't do something this grave without very good reason. I know that my words won't make up for the lives of the agents she killed in her escape, but I strongly urge you to consider that this might be the start of a larger incident.

Whew. That took a while.

This plotbunny bit me on the foot when talking to RadiantBeam and reading some of her Shadows stories. She typically focuses heavily on Vivio and Lutecia's relationship in her pieces, and the angst that follows some of the horrible experiences Lutecia has as an NSIS agent.

The larger Shadows fanon, though, is a wonderful playground for... just about anything, since everyone seems to be jumping on the bandwagon. Look what you started, RB!

In any case, there were a few mentions within the story about what happens when NSIS agents go rogue. I, being the curious sort that I am, wished to explore this very occurence--an NSIS agent going rogue, and even killing a few of her former colleagues in the process, but perhaps for a good reason...

Now Celica is on the run, having stumbled upon something she shouldn't have seen. Traitorous elements within the NSIS work to mobilize the entire organization against her; she uses her knowledge and skills to disappear while trying to figure out what to do about the damning information she uncovered. Chrono and Celica's commanding officer are the only two who smell something fishy; to find out what stinks, Chrono decides to send Lutecia on a priority mission to capture Celica.

While the tone of the story should be right in line with RB's famously-angsty Shadows series, it's still chock-full of traditional MGLN flavor--ancient and dangerous Lost Logia, mad scientists, cool magical battles and more. Of course, it wouldn't be Shadows if there wasn't ViCia, and there's surely ViCia. Poor Celica's too busy trying not to get killed to death to be shipped at anyone.

Everything was chaos. Blinding lights above, blurry movements in front of his eyes, muffled voices he could not understand, he felt like he was floating in water. What was going on? The shadows were back again, growing in the corners of his vision. The voices sounded louder now, agitated.

If he only knew what was going on. But he could not make sense of it, the shadows engulfed him again.

He was unable to grasp how long he had drifted in darkness. Suddenly it felt as gravity had a meaning again.

Slowly, Elric opened his eyes.

The first thing he saw was the ceiling, it was grey or white. He could not really tell as the room was dark. The only light he could see came from the outside, the way it was shining through the closed curtains upwards made Elric realise that it came from a street light below, the other light source he saw was a dim green light from the machinery that oversaw his vital functions. His breath seemed louder thanks to the respiratory mask he was wearing.

He was in a hospital, that was for sure. But why?

His mind was still clouded and his body was numb from the painkillers. At least he was hoping that this was the cause.

The image of a blade sticking out of his belly popped into his mind. He made a moaning sound and his head was spinning as soon he remembered it. How was his body? He could not see the display of the machine.
The sword had pierced his back. Had it severed his spine? He imagined himself unable to walk anymore. Sure, nowadays grave wounds could be healed, but was what once destroyed could not be fixed that easily.
Idiot, he scolded himself as more and more memories of the incident surfaced from his clouded memory. He was able to crawl after he was stabbed, even if only for a moment, so his worries could be without any reason.

He tried to move his legs, which was hard as they felt numb, but he heard the sound of his feet slightly rubbing against the blanket. Relieved he sank back into the pillow.

"How's my… condition?" his voice sounded as weak as he felt

[Vital signs are stable but combat capability is still reduced to under 10%. Estimated time of full recovery in three to five weeks. No hostile forces detected within security perimeters.] Carnage answered and added a moment later: [My Lord, I was given authorization to contact local medical staff if needed. Shall I commence opening communication lines?]

"What time is it?"

[Local time is 0348, my Lord.]

"Then don't bother."

The Device said nothing as it switched back to standby. Elric closed his eyes.
When was the last time he was like this?

He remembered. It was nearly two years ago after his body was beaten and broken after a day he would never forget.
Naïve wishes of turning back time filled his mind. Useless. What was done is done.
Elric's mind drifted away again and he fell asleep.

[Midchilda – Old industrial area] [December, MC 074]

His armoured fingers were clawing into the brick wall. He chuckled.

It obviously had been a trap. He had known it, but prime orders were absolute, he had to follow the detected magical signature. Still chuckling he bend backwards and slammed his forehead against the wall. Chips of stone came off as he did. It hurt.

He knew the Bureau mages were there, standing behind him, pointing their low energy Devices at his back.
His chuckling stopped. The air tasted of their tension, their fear. Did they really thought he would surrender? Idiots.

He took his head from the wall turned his head slowly, looking at them from the corner of his eye. Then his mouth formed into a wide grin. With a metallic sound the blades of his Device suddenly sprung out of the main body

One of them was jumpy, there always was one that was. This one opened fire. The magical bolt hit Elric between the shoulders and shoved him against the wall. Others joined the attack. His body was rocked as more shots hit him. Pain surged through his body.
One shot hit him in the back of the knee and he fell into a kneeling position.
Orders were shouted, the barrage stopped.

Disappointing.

Now a single voice talked to him. Telling him conditions he would meet if he cased resistance and surrendered immediately. Elric stood up. This was war. There was no such thing as surrender, only total annihilation.

Retracting his blades, he slowly turned around and faced the enemy squad, his body was in pain but undamaged. The Bureau Mages still aimed at him, still tense but he also saw the hope in their eyes that he would finally surrender now that he retracted his blades again. Foolish maggots, combat capability was restored to 98% there was no chance they could harm him with their wimpy little weaponry. He was near the peak of his power!

Magical energy was gathering in his Device, his right arm started to shake because of this. And those weak minded cowards still saw not that he had absolutely no intention to surrender. Had those times of peace left Midchilda really this weak? He clicked with his tongue. The weak died first, this is how it is always has been. The most favourable outcome will be achieved.

His legs pushed the ground. One moment he was standing at the wall, then he was in the air, jumping towards the surprised enemy. Shots hissed through the air below him. Their reaction was too slow… again.

He landed between them, near a manhole he had aimed for. His right fist slammed onto the ground, erupting magical energy into it as it made contact. The asphalt burst open, Elric and others dropped into the dark sewer below.

He freed himself from the rubble. Beside him a Bureau Mage did the same. Elric's hands reached for the man's head and snapped his neck. Using his blades he made short work of the others that were still dazed.

Fire from above likely, initializing precautions.

He summoned six bolts of energy which floated around him and waited. Pretty sure they… there!

The bolts shot upwards towards TSAB mages that appeared on the edge of the hole. Two were hit and fell backwards, others managed to go into cover.

Shots rained down on him, they were shooting blind down the hole. His brought up shield held of the attacks with ease, but left him motionless. Low-energy shots were unable to damage him but may pin him down long enough until heavier weaponry arrived. Surprise attack had been successful, change of position was recommended.

Without further thought he dashed upwards, out of the hole. Gaining more and more altitude he was now able to overview the industrial compound below.

Energy signature from the left, he reached out his hand and quickly brought up a shield.

The shield was shattered, magical energy grazed him, cracking his shoulder armour. He tumbled. A quick gaze. Heavy anti-armour, tank mounted weaponry detected. Second barrage was being prepared.

He teleported upwards out of the angle of fire and switched modes. Fire.

The energy beam punched through the tank and buried itself into the ground behind it. A moment later the vehicle exploded.

Other armoured vehicles were detected inside the vicinity.

Midchilda's retaliation was well-orchestrated, but lacking. Without greater firepower they were destined to be crushed. He would show them. One display of power would be all he needed to break their courage.

Slowly he raised his right arm towards the clouded sky. All safeties released. Magical reserves being accessed. Defensive systems reinforced. Energy being concentrated for attack.

An black orb of magical energy, crackling with crimson power appeared at the tip of his outstretched arm.

Charge will take time. Enemy forces will be in attack position by the time charge will be complete.

It didn't matter.

He grinned. Nothing will stop this. Wide area artillery attack imminent. Destruction of industrial compound and enemy forces expected.

First shots hit the barrier that surrounded him. It would hold.

Fire preparations complete. Commencing attack. His voice was only a whisper: "Final Judgment."

The energy orb shot upwards.

Oh, I fully intend to do so, but I've been somewhat sidetracked as of late. I've been slogging through QAing a bunch of subtitle scripts in Aegisub for a friend, but I'm just about done--I should be able to get the first chapter done today.

And yeah, it is Solty Rei. I'm surprised anyone else knows that, the show kind of went under a lot of people's radars (probably because everyone just assumes Gonzo = horribad).

The cute dark-skinned PROCEED, Celica Yayoi, had Yukari Tamura as a VA. I love that show. It's the most cheerful cyberpunk yarn I've ever consumed, a really refreshing break from the typical grimdark Japanese cyberpunk like Ghost in the Shell.
