I’ll name a title that’s rarely mentioned. It’s called Miracle Girls. It’s an anime from a shoujo manga about twin sisters with psychic power. No, it’s not a magical-girls anime like Minky Momo or Sailormoon. It’s more similar to Kimagure Orange Road storywise.

I loved Marmalade Boy.
Despite the shell suits and awful 90's dungarees and sweaters, if you watch it all the way through you can really get into it. [ And also if you ever end up watching it and watch the english dub (which I did and it was actually pretty decent) it starts to get confusing because the main guy in it is called 'Yuu', so when she says you, you're like 'Yuu' or you?! ] Q _ Q Spoiler for Bad outfits from this anime - example.:

Seconding Hana Yori Dango (Boys Over Flowers) - additionally to the anime adaptation there are also numerous TV adaptations. The Japanese television drama series (2005) has a sequel and a movie, boasts actors Matsuda Shota, Oguri Shun and Matsumoto Jun and was (is?) immensely popular. Maybe worth a try too?
But to stay with anime, I'll add Mizuiro Jidai to the suggestions. It fits more in the school-life, slice of life or coming-of-age corner but there is romance in it. 47 slowly-paced episodes, nothing outstanding animation- or music-wise but otherwise a solid show with nice characters. It might be a bit hard to come by though...

Thanks everyone.
So far the titles that inerest me the most are Marmalade Boy,Boys Over Flowers and Mizuiro Jidai notably because I'm in the mood for something slice of life-ish,though I might look into Miracle Girls as well. Keep the suggestions coming,I'll keep an eye out.

Kodomo no Omocha Marmalade Boy Kare Kano Hana yori Dango Fushigi Yuugi You might also enjoy where romance is a subplot: Hime-chan no Ribbon (slow to buildup) Kamikaze Kaitou Jeanne (debatable whether this is a 90s show) |

90's don't have much in terms of romance form Shonen and Seinen sides, most of the notable series were animate in 2000s' instead like I"s or AMG and the manga tend to trend toward short story like Boys Be. That reminds me Boys Be do have an adaption at year 2000. Shojo on the the hand is pretty good with with some notable titles that were both interesting and long but the market is still mainly filled with maho shojo stuff. and the TV anime slot aren't as many as they are since 2000. Highly recommend recommend Kodomo no Omocha as well as Kare Kano and Marmalade Boy as well and Hana Yori Dango as others mentioned. If you are also looking at late 80s, I don't know if you seen Touch yet. It's one of all time classic and is still Adachi's most celebrated work and is one of the most influential manga/anime in Japanese history with peak rating of 34.5% while it was on air. and Kimagure Orange Road is another classic, pure romance title.
