Uh, I don't think that's shopped. You can even see the General Teddy posters in several trailers, including Adachi's.

No region lock "for North and South America" so it's entirely possible the JP version is still region locked.

In one of their recent streams of P4U2, Atlus USA showed off the options menu and "Sound & Language" (where you set sound levels and voice and text language) was still being called "Sound & Language".
