The thing is that Cell's form doesn't change based on the amount of power he has. It changes after he absorbs the required androids. The computer designed Cell to absorb those two and reach a 'perfect' state, it didn't set a power level calculator that said 'change form at "X power level."

On another note, Goku's power ofter Namek is not 15M, but 150M, which makes it quite unlikely that Cell could get a lot more powerful than Piccolo fused with Kami just from absorbing humans. There's just no enough humans.

It's not the Zenkai that lets him take his perfect form again. It's that his cells "remember" what his perfect form was like, and are then able to rebuild him back to that state of being.

It was definitely in the English dub. Now whether that's a classic case of them just adding random crap in through voiceovers, I don't know. Perhaps the japanese version did not even explain.

Actually yes they would, Chaozu would use his psychic powers to freeze their opponents, giving Kururin enough time to prepare his Kienzan.

A cheap, but a very effective combo.

They always portray teaming up as a bad thing in DBZ, not that it makes any sense in the real world but in DBZ logic they'd all 'get in each others' way.

Do Chaozu's psychic powers even work anymore? I think they showed it only once, in Dragonball during the Tienshinhan tournament. That power would be useful even with how weak he is, but I'm sure they'd explain it as the current opponents are too strong to be affected or something like that.

I certainly remember all that (actually that fight was one of my favorites). The zenkai certainly gave him a power boost, but it's uncertain if it let him transform. The dub answer of his cells remembering what their perfect state was and restoring to that would make just as much sense as powering up making him transform. If it was just about getting enough energy why not absorb Piccolo when he had the chance? Sure he had his cells already, but considering the energy potential it would make sense to go that route.

I just think to absorb something different like 17 and 18 it would have required planning from Gero. Considering he can transform right after getting 18 I just don't agree with the idea of needing a certain amount of power to transform.

Yeah I remember that being in the dub. Or maybe it really was just a case of thinking it'd be cooler to do it that way and not having thought of a real reason for it.

Does strength even matter in this case, given that it's a psychic attack? I think Guldo's "time freeze" technique was also a psychic skill, and he was noticeably weaker than Vegeta, Gohan, and Krillin.

That is dependable. Guldo was different though with him he could have killed Gohan and Krillen although he is weaker than them, but of course Vegeta blew his head off with Chiatzu however because Chitazu isn't as strong as Guldo in powers he could easily have his power broke in against something like a great ape or anything really big so I guess size is apart of it too

LOL that's not true at all. Lots is unexplained, I'll give you a few: what species is Freeza and why is only his family shown, where did 17 and 18 originally come from, what happens to 16 after the Cell saga, what is the deal with all the magical rooms in Kami's lookout, who the hell created the idea of "Kami" to begin with, why are Piccolo Daimao's children not Namekians, whatever happened to Master Shen, what is the deal with Fortuneteller Baba, where did Dabura come from, etc. And these are just things off the top of my head. The show is probably my all time favorite anime, but it has so much random shit in it I really have a hard time believing you think that way. And I'm pretty sure I read somewhere Toriyama admitted that he basically just made stuff up as he went along.
