i'm FAIRLY sure kubo's not going to put hag aka halibel at 1. as anime isn't metal gear solid, the gals tend sadly to be weaker

i'd still say Stark is 1, black dude is 2, old guy is 3, hag is 7.

all the other ranks have been given already, but the really scary part is that if we assume that hag is 7, then ALL THE OTHER ARRANCAR ARE STRONGER THAN ANY WE'VE SEEN SO FAR
