If they're aware of Relic's nature or at least a respective degree of its properties, then yeah, maybe.
But Nanoha just learned just the function of a Relic less than an hour ago, and it's not like TSAB's Science Department really understood how they worked either unless SS03 or SS04 is going to show them learning that shooting a huge stream of magical beams at a Relic will somehow remove it from its container safely before it shatters.
What if the Relic blows up inside Vivio from the overburst of magical energy or something? It is entirely possible.
If Acous somehow pops up on a screen telling that doing so can save her after seeing Uno's memories or something, then it's not so stupid anymore at least. But at that situation, she was dealing with an unknown X-factor, and what did she do?
She pretty much kicked caution to the curb.
