Well, those are her own words;a translation from somebody more fluent in japanese would be welcome. I wouldn't take it seriously though, most probably it's just another one-time joke, although a retcon is also possible.

When Chiri was torturing the spy there was a second person also torturing the spy. Unfortunately only the arm could be seen. I bet I, as well as everyone else who has seen this series, know who the second person is. If you don't know, here's a hint

It is interesting how they will bring the "neighbor" sub-plot to its conclusion later, since I think, aside of its beginning in Episode 5, this plot is original to the anime.

It is scary to see lots of "twisted smiles" in Episode 8... Even Matoi sports one!

It's also fun to see how jealous Matoi is when the neighbor is around. I feel that the conclusion may occur in the last (or second to last) episode of the season as a cliffhanger. I also feel that Itoshiki-sensei may be invited to her house for dinner one night, where evil things will occur, which was foreshadowed in episode 8.
