Don't think he was actually. (unless I missed something he was thinking to himself outside) As someone pointed out earlier, Lelouch just Geassed Gohai, and Gohai ordered Lee to stop the Britannians from entering. Of course then again Rollo's right out front with hyper speed. >_>
Lee is Gaohai's bodyguard so...if a Geassed Gaohai says it's alright for Zero to use Chinese assets to proclaim his return to the battlefield and the restoration of the United States of Japan, he'd logically have no reason to object. Not unless he's as high-ranking as Gaohai himself.

I see. It's no good to presume anything just from the screenshot . Lelouch is a lucky guy to have someone as intelligent and powerful like Li by his side. Rollo came in? IS he there to reclaim his brother. It will be bad if he has a command Geass to geass Li.

Sounds cool. The longer it drags (if Rollo knows Lulu = Zero), the more he can't kill him. Well, he won't be able to do it. We heard before the multiple tones of Rollo's VA so it's great that he is able to put to use . Rollo will hesitate whether if he know Lulu = Zero.

We will see. But it would be awesome <3333. It's said that Li is skilled as Suzaku when it comes to battle. I want to see Li knightmare too. I guess that's the one from the OP.
Hm... After watching the raw it appears that Nina is probably working on a new version of her nuke. Would certainly be interesting to see how WMD factors into the later plot since we don't have any in the current CG universe. Plus we don't know what happened with her old one.
